Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP), Request for Quote (RFQ), or a promise to issue an RFP or RFQ. Furthermore, those who respond to this RFI should not anticipate feedback with regards to its submission; other than acknowledgement of receipt � IF a request for an acknowledgement is requested by the submitter. This RFI does not commit the Government to contract for any supply or service. The Defense Counterintelligence and Security Agency (DCSA) is not at this time seeking proposals. Responders are advised that the Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party�s expense. Not responding to this RFI does not preclude participation in any future RFP or RFQ.� All responses to this RFI become the property of the Federal Government and will not be returned. PURPOSE OF THIS RFI This is an RFI that will be used to assist in determining the appropriate acquisition strategy and in identifying potential large or small business sources that are interested-in and capable-of providing services and supplies in support of the DCSA Logistics Management Division.� The DCSA requirement may result in a services contract to provide on-site shredding service and then transport all shredded materials to an off-site location/facility for recycling.� The Government will exercise direct supervision via an approved DCSA representative to oversee on-site shredding. The representative will be escorting the Contractor, at all times, throughout the facility to the parking lot and during shredding process.� Once shredding is complete, the Contractor shall transport the shredded by-product to a recycling facility.� DCSA employs field offices at fifty-eight (58) nationwide DCSA locations.� The Contractor shall provide all personnel, equipment (to include lockable collection bins, tools, materials), supervision, disposal transportation, and other items and services necessary to shred paper products to render them unusable, unreadable, and shall remove shredded material.� Additionally, the Contractor shall supply sufficient personnel and/or vehicles to transport the materials to be shredded in the on-site DCSA facility parking lot. The Contractor shall clean/remove all residue and residual shredding material from the on-site shredding process. The resulting shredded by-product must be recycled utilizing an industry acceptable method. All paper submitted for shredding (to include PII) shall be destroyed by shredding. DCSA Security Standards require on-site shredding to a largest particle of .5 x .5� � 1.5, utilizing the pierce and tear method. A shred sample must be provided the first business day of each month. The COR or DCSA representative overseeing the location reserves the right to obtain a shred sample as deemed necessary. (NOTE: The material may contain an amount of contaminants consisting of mixed paper, staples, paper clips, and black metal clips.) *A SAMPLE OF THE SHREDDED PRODUCT WILL BE REQUIRED PRIOR TO AWARDING OF THE CONTRACT. The Contractor shall set a schedule for picking up bins, replacing empty bins, and staging excess bins for review and approval. The proposed schedule must include all fifty-eight (58) field locations. It will also include the day or days of the week for scheduled pick-ups. Once schedule approval is accomplished, this will be the schedule the contractor will be evaluated on for contract performance. The Contractor shall be responsible for creating a manifesting process that will track the destruction schedule of each shred container. The Contractor shall provide an adequate, fit, qualified, trained, and investigated/adjudicated staff with the skills necessary to perform all functions referenced in a potential resultant contract and all attachments and references. All Contractor employees and Subcontractors engaged in the performance of work under a potential resultant contract shall have a completed, current investigation of the appropriate level relevant to the sensitivity of the position. The Contractor and any Subcontractor(s) will comply with the current Security Agreement and the OPM-FIS Security Manual, as well as the current guidelines for protecting CUI and material. Any revisions to these documents will be provided to the Contractor by DCSA, and incorporated by reference a potential resultant contract. QUESTIONS Questions regarding this announcement shall be submitted in writing by e-mail to Maria Cassidy at maria.c.cassidy.civ@mail.mil and Russell Pollock at russell.m.pollock.ctr@mail.mil by no later than 27 December 2021 by 11:00 AM EST. Verbal questions will NOT be accepted. DCSA will respond to questions at its discretion. Questions must NOT contain proprietary information. Questions and answers (Q&A) may be sent with the draft solicitation (if issued) which is anticipated to be released in late January 2022. The Government will not respond to further questions regarding the anticipated date of solicitation release. The company name will be removed from the response template prior to the potential release of the Q&As. SUBMISSION INSTRUCTIONS Responses to the RFI should be in the form of a .pdf file no longer than three (3) pages with type font no smaller than 12 point and include the name of the firm which the respondent represents. Each respondent shall provide their North American Industry Classification System (NAICS) codes and identify its business size for each NAICS code provided. The e-mail subject line must contain �RFI Response for Nationwide Shred Support Services�. RFI submissions shall be submitted in writing by e-mail to Maria Cassidy at maria.c.cassidy.civ@mail.mil and Russell Pollock at russell.m.pollock.ctr@mail.mil by no later than 4 January 2022 by 11:00 AM EST. All responses should be unclassified and reviewed to ensure consideration of operational sensitivities. Proprietary information will be accepted and handled appropriately. Responders should indicate which portions of their response are proprietary and should mark them accordingly. INFORMATION REQUESTED Provide the company name; company address; point of contact name, phone and email; CAGE code; DUNS; business size (large or small) and any socio-economic statuses.� The Government intends to use North American Industry Classification Standard (NAICS) code 561990 for the potential draft solicitation. The Government will consider other NAICS codes as well. Please provide information regarding the socioeconomic status and facilities clearance levels. If your company has a General Services Administration (GSA) contract for these supplies/services, please indicate your Federal Supply Schedule (FSS), Special Item Number (SIN), and FSS contract number.� Please describe your approach for initial setup (bins, staff, and equipment), performance (scheduling, execution, manifesting and quality) for all sites throughout the Continental US. Please provide any anticipated partnering information for the intended contract. �Provide a narrative on your capability to provide on-site shred and off-site recycling for all sites, response time, and teaming arrangements. Additionally, provide examples of past performance work along with contract numbers. Place of Performance:� A detailed listing of all sites will be furnished upon release/publication of the RFP/RFQ.� Anticipated Period of Performance: One (1) year base period, four (4) one-year options, and an optional six-month extension in accordance with FAR 52.217-8. Projected Award Date: The projected award date is January/February 2022. Note: Those who respond to the RFI should not anticipate feedback with regards to their submission other than acknowledgement of receipt � IF a request for an acknowledgement is requested by the submitter. DCSA reserves the right to review late submissions but makes no guarantee that they will be reviewed.
