- Multiple award with 11 locations across R03. R05 & R06 (a) The intent of this solicitation and any resultant contract is to obtain airplanes fully operated by qualified and proficient personnel and equipped to meet specifications contained herein. Aircraft and contract personnel will be used for the administration and protection of public lands. Relief personnel will be required to provide daily coverage during the Mandatory Availability Period (MAP). (b)The aircraft furnished may be used for fire support, project, law enforcement, and administrative flights. If the Contractor agrees to perform law enforcement flights, such agreement shall be in writing. (c) The standard configuration for the Aerial Supervision Mission is a Pilot (PIC), one Air Tactical Group Supervisor (ATGS) who sits in the Forward Observer (FO)/Second in Command (SIC) Station, and a Second ATGS or Instructor (aft observer) who sits in a station behind the Forward Observer (SIC) position on the right side of the aircraft, in a location that provides for minimal obstruction to the view outside the aircraft, while sitting in a position of comfort beside the largest window(s) available. (d) The primary mission consists of engine start, taxi out and take off climb, cruise and descend to assigned target area altitude, circling a fire or incident in a right-hand pattern at 1,000� to 3,500� above ground level for 3-4 hours, return to designated base or alternate base, approach, land, and taxi to parking or fuel. Aircraft should have a minimally obstructed viewshed necessary for the ATGS (FO/SIC position) and the Second ATGS/Instructor (aft observer) to see the incident clearly. Aircraft design should limit flight profiles requiring steep bank-angles or increased lateral distances from the fire/target area. These undesirable flight profiles lead to increasing the distance between the aerial supervisor and the objective which causes parallax. (e) The ATGS observation mission is accomplished using speeds ranging from 120 � 150 KTAS. Most of the ATGS flights in the Fire Traffic Area are done at speeds that are often well below the published holding speed of desirable make model mission aircraft. This means that the aircraft spend a high amount of flight time at speeds that require higher angles of attack and/or flap extension in a right hand orbit.
