SAM.gov RFI 2 FY22 Certified 8(a) Small Business Program Participants Naval Medical Logistics Command (NMLC) 14 December 2021 Request for Information: Medical Librarian Services The Naval Health Research Center (NHRC) develops and delivers operational biomedical research solutions that enhance the health, safety, readiness, and performance of our military forces. This acquisition will provide librarian services to support NHRC. This Request for Information (RFI) is issued to assist the Contracting Officer in conducting market research to establish if two or more responsible certified 8(a) Small Business Program participants are present on SAM.gov that can provide the required services. Submission Instructions: 1. Please respond with a maximum of a one (1) page white paper response. The white paper should document the potential Offeror�s ability (or inability) to meet the requirements as an 8(a) certified small business program participant in the sample excerpted performance work statement (PWS) below and highlight any other information requested by the RFI. 2. Please save the white paper as a MS Word document. Please send the white paper as an attachment to an email using �SAM.gov RFI 2 FY22� in the Subject line. 3. Responses, both positive and negative (ability or inability), shall be provided via email to: �Christopher.r.tate6.civ@mail.mil. 4. Responses (closing date) are requested no later than 10:00 AM, Eastern Time, 23 December 2021. 5. Questions are permitted, but should be restricted to items that if unanswered would limit a potential Offeror�s ability to respond accurately as to their capability to provide the required services. The deadline for questions is 10:00 AM two business days before the closing date of the RFI. 6. All communications shall be restricted to email. NMLC will not accept phone calls. 7. Release of this RFI does not guarantee that a solicitation will be forthcoming, nor does it in any way limit the Contracting Officer�s ability to set the acquisition strategy for any potential future requirements. Administrative Information: 1. The period of performance for this sample requirement includes a base period of 12 months and four (4) 12-month option periods; for a total of 60 months (if all options are exercised). 2. This sample requirement is for Non Personal Services. This sample requirement will be performance based and services are considered to be severable services. A Quality Assurance Surveillance Program (QASP) will be provided in the event a solicitation is issued. 3. If an award would result from a subsequent solicitation, the contract type would be Firm Fixed Price (FFP). Travel and ODCs are anticipated and will be reimbursed on a cost basis. 4. Performance of this sample requirement does require the ability to access classified information. No positions require a clearance, however, contract personnel (all positions) will be required to pass (favorable adjudication) an SF-86 Background Investigation for National Security Positions. (Reference FAR 52.204-1) 5. This sample requirement may have potential Organization Conflict of Interest (OCI) and contractor personnel performing work under this requirement may receive, have access to, or participate in the development of proprietary information. Should a solicitation be issued, the Offeror may be required to submit an OCI Mitigation Plan. 6. The applicable NAICS code for this sample requirement is 541611� Administrative Management and General Management Consulting Services. 7. The Government�s estimated level of effort for an FTE (full time equivalent individual) is based on 1,912 hours (2080 hours � 88 holidays � 80 hours paid time off).� The number of hours per FTE shall be tailored based on the potential Offerors� accounting systems/policies regarding holidays, paid time off, and potential Offerors� estimated staffing based on their technical approach. 8. Government Furnished Property is anticipated. 9. Services will be provided at the Naval Health Research Center located in San Diego, CA.� Sample Excerpted PWS 1. The contractor shall provide NHRC with support performing medical sciences library functions, and overall library support for research engaged in fulfilling the mission of NHRC. All documents that contract personnel assist in drafting are subject to final Government review and approval. 2. SPECIFIC TASKS 2.1. Initiate the marketing of library services to NHRC researchers (i.e., inform NHRC researchers of the available library services and how to obtain them (websites, publications, etc.) 2.2. Assess NHRC�s library needs in terms of access to various journal subscription/publication services, research methods for obtaining such access and make recommendations to NHRC. 2.3. Foster working relationships with outside libraries and other publication organizations to explore and recommend to the Government means of obtaining NHRC requested sources (similar to public libraries allowing other libraries to check out materials). This is to include collection access and reference services. 2.4. Recommend long-range plans for enhanced services for new integrated library systems, assist with the coordinating and acquiring Government approved publications, annual access subscriptions to online publication resources and journal subscriptions, and library reference materials. Continually explore and recommend to the Government means of increasing the effectiveness of library programs at NHRC. 2.5. Serve as the primary information retrieval specialist and provide multidisciplinary subject matter expertise essential to the formulation of successful search strategies. 2.6. Determine appropriate databases, based on evaluation of the researcher�s needs and the applicability of specific files from which to draw reference materials, and provide recommendations. Library databases to be utilized include the Defense Technical Information Center (DTIC), Medical Literature Analysis and Retrieval System Online (MEDLINE), PsycINFO, National Technical Information Service (NTIS), and several hundred other databases available through external producers. 2.7. Identify descriptors with open-ended terms most relevant to a search request. 2.8. Use detailed knowledge of file structure and indexing procedures to create search strategies that ensure a computer search is directly pertinent to the information requested. 2.9. Review bibliographies provided by Command staff for completeness of subject coverage and appropriate formatting. The Command editor will review the final authored work and the Government will provide final approval. 2.10. Recommend updates to computer software and equipment to support extensive library functions; work closely with NHRC Information Technology (IT) computer specialists to translate library needs into automated systems; maintain EOS Integrated Library System, including the integrity and authority of its data; provide evaluation and recommendations to Command management. The NHRC IT Department Head has final approval of any automated systems. 2.11. Perform original cataloging where records are not available in national databases. Original cataloging is contributed to the national Online Computer Library Center (OCLC) database to provide authoritative cataloging of highly specialized materials important to the military medical research community. 2.12. Keep current with new developments in health subject areas as well as advances in information technology, including web resources and Online Public Access Catalogs (OPACs); review study reports, journals, and books, and attend informational seminars to maintain current knowledge in field; make recommendations for the acquisition of research materials relevant to NHRC�s diverse research needs. 3. �ESTIMATED STAFFING 3.1. The Government�s estimated staffing level for each 12-month period of performance required to accomplish the aforementioned research support services is identified in the table below.� Labor Category Estimated Annual FTEs Estimated Annual Hours Medical Sciences Librarian* 1 1,912 *Considered key personnel in performance of the contract 3.2. The table above reflects the Government�s estimate of the staffing needed to accomplish this effort.� This Government estimate is put in place to allow potential Offerors to ascertain the approximate or estimated level of effort for this task and to better understand the general scope of this effort. Potential Offerors are encouraged and expected to submit a level of effort consistent with their technical approach. 3.3. Resumes shall be provided for the Government identified key personnel positions*.� Resumes shall demonstrate sufficiently enough to Government evaluators that the person proposed has the knowledge and experience relevant to accomplish the aforementioned tasks.� 4. Key Personnel Qualifications: Academy of Health Information Professionals (AHIP) Certification or equivalent experience Full professional knowledge of Library Science as evidenced by education and/or experience in library science; mastery of the major library functions of reference, collection development, library automation, serials management, and cataloging Extensive knowledge of medical subject areas and terminology Extensive knowledge of medical subject resources, including but not limited to published books and serials and electronic databases, with particular expertise in Medical Literature Analysis and Retrieval System Online (MEDLINE), Online Computer Library Catalog (OCLC), and locating difficult to find statistical sources relevant to ongoing research studies. Knowledge of SirsiDynix� Electronic Online Systems (EOS) integrated library system. 5. TRAVEL AND OTHER DIRECT COSTS 5.1. Types of travel include, but are not limited to, presenting or participating in Medical Libraries Association meetings and Military Libraries training workshops. All travel, prior to cost incurrence, shall be approved in advance in accordance with NHRC travel policies and guidelines. 5.2. Other Direct Costs (ODC): There may be ODCs required to perform this PWS. All ODCs shall be approved in advance by the COR in writing (e.g., email). � �Travel and ODC not-to-exceed estimated costs will be provided in the event a solicitation is issued.
