- Pre-solicitation Notice � Procurement of Cyber Security Services in support of P-8 Aircrew Training Systems THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.� The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando intends to negotiate, on a sole source basis, a delivery order under the NAVAIR Basic Ordering Agreement (BOA) N0001921G0006, for the acquisition of Cyber Security Services in support of multiple P-8A Training Systems (TS) with The Boeing Company, Saint Louis, MO, under the authority of Federal Acquisition Regulation (FAR) 6.302-1, �Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.� �The expected Period of Performance for these services under the pending delivery order will run approximately twelve (12) months from contract award. �The anticipated overall value of the contract action is $10,000,000. NAWCTSD intends to acquire Cyber Security Services to include Physical Security, Cyber Security updates, Cyber scanning, System Integration and Test (SIT)/Sync�s, and scheduled and unscheduled maintenance in support of the following training systems/developmental devices. Developmental Devices Location Usage WTT 1 SDD Lab Sw Dv, Integration and Testing OFT 8 SDD Lab Sw Dv, Integration and Testing TSSC Lite SDD Lab Support WTT 1,OFT 8, and MRT 1 TSAS Huntington Beach Acoustics Sw Dev and test MSDT SDD Lab MSDT integration and testing SGS1 SDD Lab Sw Dev and testing SGS2 SDD Lab Sw Dev and testing SEE STL USG SW Dev DMRT SDD Lab Sw Dev and testing This effort will be a new Delivery Order.� These services have previously been obtained in conjunction with corresponding training systems requirements under contract N6134019F0135. �The requirement for these services extends beyond the requirement for the remainder of the effort under the predecessor effort; thus, a new separate Delivery Order to cover these services will be issued. As the current sole designer, developer, integrator, manufacturer and supplier of P-8A Systems and subsystems; hardware and software components, only Boeing possesses the requisite knowledge, engineering expertise, and data rights required to design, build, modify, upgrade and deliver P-8A aircrew training systems and supporting services to ensure concurrency with Fleet aircraft within the Government�s requisite delivery schedule. �Similarly, the associated Cyber Security Services require access to multiple trainers and components unique to the P-8A systems, in which only Boeing possesses the requisite knowledge, engineering expertise, and data rights to modify and deliver. �Further, the training systems require concurrent incorporation of advanced and emerging technologies specific in design or application to the P-8A aircraft.� Boeing is the only contractor that can build and upgrade P-8A trainers concurrently with changes being made to the aircraft; because only Boeing has access to the requisite aircraft design data, aircraft specific software and simulated models during the design/development of the aircraft.� Lack of concurrent training and qualifications will negatively impact Fleet readiness, mission accomplishment and the Fleet's ability to use the capabilities safely.� Specifically, aircrews will not be proficient in procedures to effectively execute communications, weapons deployment and precision targeting, all of which are currently in high demand in theater. Because the contract and associated services require in-depth knowledge of the current trainer design and proprietary data rights, award to any other contractor would result in substantial duplication of costs to the Government that would not be recovered through competition and would create unacceptable delays in fulfilling P-8A mission training requirements. �A competitive acquisition would introduce a new system to the field that may not be integrated and interoperable with the existing systems due to the restricted rights and limited data rights that resulted from the original competitive award.� This would require the Government to have two infrastructures in place for life cycle support or would require significant rework of the current design and development that would cost the Government additional non-recurring engineering (NRE) effort for the first article development testing, and retrofit of existing training systems.� As the current sole designer, developer, integrator, manufacturer and supplier of aircrew training systems and hardware and software components that are common to the P-8A, only Boeing possesses the requisite knowledge, engineering expertise, and data rights of the design required to design, build, modify, upgrade and deliver P-8A training systems and to maximize the capabilities amongst the P-8A platforms to include common component acquisitions, modifications and upgrades within the Government�s requisite delivery schedule. This Pre-solicitation notice is not a request for competitive proposals.� It is a notice that outlines the Government�s intent to award the delivery order contract on a sole-source basis with Boeing.� However, interested sources may identify their interest and capability to respond to the requirements.� Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.� In doing so, interested sources must submit detailed technical capabilities, ability to obtain P-8A aircrew and maintenance elements and simulation technical data, and any other information that demonstrates their ability to meet the needs of the Government.� Detailed capabilities must be submitted by email to Mr. Anthony (Tony) McEntegart at Anthony.a.mcentegart.civ@us.navy.mil in an electronic format that is compatible with Word 2016, no later than 1700 EST 13 January 2021.� Small businesses can inquire with the Boeing Small Business Liaison Officer: Ms. Noemi Buque at 425-237-1655 or noemi.a.buque@boeing.com for possible subcontracting opportunities. �Small businesses interested in subcontracting/supplier opportunities are also encouraged to notify the Gov�t POC identified below as well as the NAWCTSD Small Business Deputy at leslie.a.faircloth2.civ@us.navy.mil.� All information shall be furnished at no cost or obligation to the Government. �Responses shall be limited to no more than TEN (10) pages.� A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� This pre solicitation notice is not to be considered a request for quotations or proposals.� No solicitation document is available at this time. �No contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source is available and more advantageous to the Government.� If no affirmative written response is received, a sole source award for the P-8A TS Cyber Security Services delivery order will be pursued.
