- The Government is seeking industry feedback on the OMBP DRAFT Request for Proposals (RFP) for the potential follow-on contract for Overseas Military Banking services, currently provided under Contract No. HQ0423-13-D-0001. Questions related to this DRAFT RFP should be directed to Ms. Dana King at: dana.l.king4.civ@mail.mil. This DRAFT RFP is intended to provide interested parties with information on the anticipated procurement and provide an opportunity for industry feedback on the OMBP DRAFT RFP.� All information received resulting from this DRAFT RFP will be used by the Government (DFAS) as market research for the anticipated OMBP requirements.� The DFAS, at its discretion, may request respondents to this DRAFT RFP to elaborate on information in their written responses or questions in writing or through other means. Respondents to this DRAFT RFP will not be notified of any results derived from a review of the information provided. Responses from the Government are subject to change, as requirements themselves remain in draft form. Clarification should be sought from the Government for any remaining questions, particularly those pertaining to evaluation criteria, contract structure, or contract requirements. PLACE OF CONTRACT PERFORMANCE: There are multiple places of performance.� The operational area for banking services includes:� Cuba, Diego Garcia, Germany, Honduras, Italy, Japan, Korea, Kwajalein, Netherlands, Okinawa, and United Kingdom.� CONTRACT TYPE: At this time, this requirement is anticipated to be a single award C-Type Cost-Plus-Fixed Fee (CPFF) contract with a base period of one (1) year (12 months) and nine (9) one-year option periods.� ANTICIPATED PERIOD OF PERFORMANCE (PoP):� DFAS will award a 10-year contract, with an anticipated PoP of April 1, 2023 � March 31, 2033 BACKGROUND Statement of Need:� In response to public policy, United States Forces have been deployed to a number of allied countries.� These forces, as well as Department of Defense (DOD) civilians assigned to overseas locations, have exported a U.S. dollar economy to facilitate payroll, and other financial transactions within the military community.� Consequently, there is a need for banking and financial services similar to those found in the U.S., but attuned to the dual currency environment found at most overseas locations.� The DoD Overseas Military Banking Program was created to assure such services are provided to maintain the necessary quality of life of assigned overseas personnel, in an effective and efficient manner. Given the presence of U.S. forces and civilian personnel assigned to the overseas environment, there is a continuing need for providing stateside banking services at U.S. military installations overseas. The current Contractor operates approximately 60 military banking facilities and approximately 275 ATMs, in the aforementioned locations, as well as a district office in Germany, and a district office in Korea.� The current Contractor also maintains a stateside operations center.��� Banking Services Include:� Individual Banking Services:� The Contractor provides U.S. dollar checking and/or savings accounts; cashier checks, drafts, and certificates of deposit; cashing of �U.S. Treasury and other checks; selling/repurchasing of local currency; personal loans; wire transfers, and the operation of automated teller machines (ATMs) connected to major networks, in the U.S.� Services for DOs:� The Contractor accepts deposits for credit to the U.S. Treasury, provides U.S. currency, local currency, operates currency custody accounts when authorized by the DoD, and provides local currency checking account services. Services for NAFIs:� The Contractor provides checking account services, U.S. currency, local currency, interest-bearing time deposits, and accounts and wire transfers.��������� During the performance period of the anticipated requirement, the Contractor will provide banking services similar to banking industry standards and provide periodic reports to the Government.� Cost:� There are three (3) elements of the total Contract price/cost, the Contractor�s fixed fee, bad debt write-offs, and banking operation costs.� Fixed fee and bad debt are both funded by the Military Services using appropriated dollars, and the banking operation costs are funded by revenue generated inherent to banking operations. The goal from a cost perspective, is to generate enough revenue to cover all costs associated with banking operations.� The Government welcomes and encourages industry feedback on the DRAFT RFP and is particularly interested in industry feedback on the following: RFP Response time/Proposal Due Date:� Approximately seven (7) weeks from Final RFP issuance Q&A Period:� Three (3) weeks from Final RFP issuance Contract type/structure and term Transfer of� contractor acquired property (CAP) or government furnished property (GFP) Past Performance Evaluation and industry performance measures/measurement tools for financial institutions (See Section M-4.1 of DRAFT RFP) Past Performance Questionnaire (See J-23) Proposal Submissions and Process (See Section L of DRAFT RFP) Evaluation Criteria (See Section M of DRAFT RFP) OMBP Total Proposed Cost & Fixed Fee � Summary (currently J-23 in DRAFT RFP) FINAL COST PROPOSAL SUBMISSION DOCUMENT (cost/pricing matrix) BEING DEVELOPED DISCLAIMER This announcement does not constitute a commitment, implied or otherwise that a solicitation or contract will be issued.
