Description
14 December 2021: A site visit was conducted on December 6.� The following are answers to questions asked during the site visit: On the site visit, the following 10 questions were asked. Question 1: Valid accepted picture identification: can this be contractors company ID or would this be a government issued ID? Answer: Valid driver�s license.� Upon award, contractor is to supply names to COR for vetting through command security office.� Contractor crew will then be added to the access list.�� Driver�s license acceptable for access to base or Company photo ID with listed name Question 2: Reference para 6.1.6 �SOW Schedules: does the government have a limit to the amount of mowing to be did, or is it up to the contractor to provide mowing cycles based on weather conditions.� Just want to confirm this is a weekly service throughout the year? Answer: We are looking for a cost per week for service.� Weekly service at 3 Services a month January through June /4 services July through September/ Total 30 Cuts bid Question 3: para 6.2.1 �Coast Guard Base Galveston shall be serviced on Monday, Tuesday, and Wednesday of each week �, �will contractor be required to be on the facility each day or will this be the days to �schedule services? Answer: Those are the days the company can schedule for the service to be performed on. Question 4: Section 6.3�weed control 6.3.2� With regards to this paragraph a guarantee for one year for weed growth,� this would require a sterilant, the question being is the government asking the contractor to apply a sterilant �in areas where there are growing plants and grass?� If so this could lead to plants dying do to root entwine with each other.� The areas would be bare for some time. Please specify?� �Does the government require a sterilant (systemic), broadleaf week killer, or a weed control like a roundup which kills but has a residual of 6 months or more Answer: A sterilant is approved and or weed control spray to treat areas such as cracks in concrete.� Question 5: Also the statement at no additional cost to the government, based on the line item on SF18, is this line item based on a year or a month or each visit? Are all duties group into the one line item? Answer: This is to be included in the firm fix price reflected over the contract.� Areas were weed control has been identified and are growing and are addressed and removed at no additional cost to the government. Question 6: 6.6.5 �Mulch beds,� will the contractor pick the type of mulch and color?�� Verify that the description of mulch being wood chips or pine straw? � Answer:�Mulch color shall be similar as in place.� Mulch shall be wood chips. Question 7:��Will government allow contractor to delivery product to an area until such time as contractor can install? Answer: Yes, lay down area will be coordinated by the COR. Question 8: Reference unscheduled visit due to VIP or special events,� will contractor be paid for these events? Answer: Events will be presented to contractor ahead of time to schedule around date.� Example.� If a special event is going to happen on a Friday, it may be requested for service to be shifted from Monday to Thursday but within the same cut cycle Question 9: Reference weather related cleanup,� will contractor be compensated for weather related cleanup of debris, down trees and etc.? Answer:� A contract modification (signed by the Contracting Officer) will be needed before any additional work is performed including weather related work like clean up due to down trees. Question 10: Please clarify the berm area and mowing height:� �Is it10ft the height we let the weeds grow or 10ft from the Base? Reference 2.5.E.a.ii �of SOW states��Berm where there is to be a maintenance cut upon each visit, which is a minimum of 10� foot�wide down the entire sides indicated in the technical exhibit.� Clarification of area is from the ground elevation up 10� around the berm is the requirement to be cut and maintained.� This can be done with a brush hog, edger, or mower.� Debris is to be removed.� On the east side (back side of berm), weeds are to be removed up to and around concrete rock sinkers.� ____________________________________________________________________________ This is a combined synopsis/solicitation for commercial services. This announcement constitutes the only solicitation and no other solicitation document will be issued. Contractors shall provide a quote for Lawn Care Maintenance for USCG Base Galveston. This in accordance with the attached Scope of Work (SOW). For Period including 01JAN2022-30SEP2022 Service is needed for USCG Base Galveston located at 3000 FT Point Rd. Galveston, TX, 77550. U.S. COAST GUARD TAX EXEMPT NUMBER: B239641 Federal Acquisition Regulation (FAR) Clauses for Commercial items are included in this order and are applicable. Federal Acquisition Regulation (FAR) Clauses and Department of Labor Wage Rates for Services are included in this order and are applicable. SUBJECT TO THE AVAILABILITY OF FUNDS (FAR 52.232-18) ������������������ Evaluation Process: Lowest Price. The lowest price quote will be evaluated on lowest price. If it is found to be acceptable, an award will be made. If it is found to be unacceptable, the next lowest price will be evaluated. This process will continue until a technically acceptable offer is identified; not all offers will be evaluated. 52.237-1: Site visit Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. 52.204-7 System for Award Management (b)� (1)� An Offeror is required to be registered in SAM when submitting an offer or quotation, and shall continue to be registered until time of award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. Vendors Doing Business with the Coast Guard MUST be registered or willing to register with the System for Award Management at WWW.SAM.Gov
