- The introduction in Point A.3 -Statement of Work indicates that as a bid alternate deductible the VA would like to incorporate upsizing the Baker Street main water line . Please confirm that this means that the design and construction of the replacement of the existing main water line shall be included in the base proposal and then its cost listed as a deduct alternate. Please note that the Bid Schedule in page 11 of 70 only has CLIN 0001 Base Pricing and does not account for any alternate. Since this is a DB project replacing the water main should be considered part of base bid. If the cost of construction during the design phase is estimated to exceed project budget, this item is candidate for removal from project. The design should be produced within budget and necessary cuts to meet project budget restrictions coordinated and discussed during design. Point (a) (1) Construction Experience under Factor 1 indicates: For purposes of this evaluation, a relevant project is further defined as roadway construction and site improvements (e.g., mass grading) . . This statement is not in line with the narrative in Point (b), Basis of Evaluation, that talks about design and construction of a water storage facility. Please clarify. Factor 1 Construction Experience, (a) (1), pg. 14 is changed to the following- For purposes of this evaluation, a relevant project is further defined as a project for water storage of approximately 500,000 gallons and necessary support systems. Project(s) shall have a minimum value of $750,000 and shall have been completed, including all options, within the past five (5) years of the date of issuance of this RFP. Likewise, Point (a) (2) Design Experience under Factor 1 indicates the same: For purposes of this evaluation, a relevant project is further defined as roadway construction and site improvements (e.g., mass grading) . . We understand that this definition of a relevant project would be adequate for the design and construction of the replacement of the existing main water line in Baker Street only, and not so for the design and construction of the emergency water storage tank. Factor 1 Experience, (b)(2) Design Experience , pg. 15 is changed to the following For purposes of this evaluation, a relevant project is further defined as a project for water storage of approximately 500,000 gallons and necessary support systems. Project(s) shall have a minimum construction value of $750,000 and shall have been completed, including all options, within the past five years of issuance of the RFP. Point (a) under Factor 3 -Past Performance makes reference to Factor 3 several times. We think that this is a typo that should be revised to Factor 1 . Please clarify. Correct, this should be Factor 1 for all instances in this section. Would the VA accept the submittal of relevant project(s) that are still under construction and with a progress of about 80%? Yes, although completed projects are preferred. Would the VA accept the submittal of relevant project(s) that are from more than 5 years ago? No. All the bullets in point (a) of Factor 5 -Technical Solution, make reference to surface treatments on road, street and parking lot projects, develop efficient LED overhead lighting plan, runoff conditions and other conditions not present at the George E. Wahlen VA Medical Center. They appear to be from a different project, the VA Medical Center in Fort Harrison Montana. Should this be correct, please provide the correct requirements for Factor 5. Factor 5 Technical Solutions, page 18 is changed to read Provide a narrative describing the technical solution to the project that meets the requirements of the RFP. Include the following: Describe how your team plans on minimizing disruptions to hospital operations during construction. Point (a) (1) d. under Factor 6 indicates to assume NTP date of August 1, 2016 , please update the date. Factor 6 Schedule, line d is changed to read assume NTP date on or about April 1, 2022. The cover page of the Solicitation indicates in point 10 that the Magnitude of Construction is $2,000,000 - $5,000,000 whereas PART I/SECTION B Point I.1 B indicates Between $1,000,000.00 and $2,000,000.00 . Please clarify which is correct. The Magnitude of Construction is $2,000,000 to $5,000,000.
