- Notice of Intent to Sole Source - Thermo Electron NA, LLC Pursuant to FAR 13.106-(1)(b)(2), the U.S. Environmental Protection Agency (US EPA), Office of Research and Development (ORD), Center for Computational Toxicology & Exposure (CCTE), Great Lakes Toxicology and Ecological Division (GLTED) located in Duluth, MN, intends to award a fixed priced purchase order on a sole source basis to Thermo Electron North America LLC for a DELTA Q Mass Spectrometer, including universal triple collector (3 cup collector with 3 amplifiers) and computer package with ISODAT software suite, GC IsoLink II for C and Trace GC 1310 to use for compound specific 13C and 15N, including: TRACE 1310 DFS/IRMS/FTIR Mainframe 230V, 15N-Option for GC IsoLink II, ConFlo IV Universal Interface for all Continuous Flow peripherals, Basic Configuration TriPlus RSH Autosampler, and installation and training course. The North American Industrial Classification System (NAICS) code for this effort is 334516 and the business size standard is 1000 employees. GLTED needs to replace an obsolete Thermo DeltaPlusXP SIRMS (Stable Isotope Ratioing Mass Spectrometer) in order continue and advance research capabilities used to support RAPs and extending into StRAP4. SHC.9.3, Contribution of Site Remediation and Restoration to Revitalizing Communities and Improving Well-being. CCTE/GLTED intends to replace the existing Thermo DeltaPlusXP SIRMS that has been in service since 2005 with an upgraded model. The replacement system, a Thermo DELTA Q Mass Spectrometer employs newer generation software, which complies with current Information Technology (IT) specification, maintaining the analytical continuity critical for ongoing research projects and providing statistical data accuracy and precision requirements of these programs. Comparability of past, present, and future research and data collection is a core component and need of research programs within EPA�s ORD. Thus, this acquisition will maintain the necessary consistency in data collection. In addition, the existing laboratory infrastructure, including lab space for the EA, IRMS, gas interface, computer system, gas cylinders and regulators, vacuum pump, and appropriate connections, will support transfer from the current Thermo Electron instrument to the selected model. Parts and supplies from the present instrument would be compatible with the new system. Purchasing an upgraded version of the IRMS system ensures user familiarity with the existing system hardware and software a much abbreviated, more efficient training period before sample analyses can be continued. Vendor will also provide a trade-in cost savings of ~$50,000.00 and remove outdated instrument thus saving GLTED time and expense excessing the obsolete equipment. NO SOLICITATIONS OR REQUEST FOR QUOTE (RFQ) WILL BE POSTED. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting EPA's requirement as stated herein may identify themselves and must provide evidence of their capability to fulfill this requirement being requested by 09:00 ED on December 24, 2021. Responses must be submitted in writing to daggs.pam@epa.gov no later than the time and date noted above. Telephone responses and requests will not be accepted. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement.
