- This is a SOURCES SOUGHT NOTICE; there is no solicitation available at this time. No response will be provided to requests for solicitation. THIS SOURCES SOUGHT NOTICE IS PUBLISHED FOR MARKET RESEARCH PURPOSES ONLY. The Defense Threat Reduction Agency (DTRA) is seeking capabilities statements related to the following: Operational users require high fidelity nuclear weapon effects (NWE) modeling and simulation (M&S) capabilities that provide multi-physics post nuclear detonation dust and debris computations to reduce uncertainties, and improve decision-making confidence in fratricide, damage and survivability in the absence of nuclear testing. This capability will also support combatting weapons of mass destruction (CWMD), i.e., nuclear weapons effects requirements. The Low Altitude Nuclear Explosions (LANE) project focuses on supporting current and emerging nuclear scenario evaluation needs, and on providing high fidelity dust and debris modeling and simulation capabilities for nuclear planning, and operational decision making. The LANE prototype will transition a next generation high fidelity model for dust and debris environments that is suitable for testing and evaluation by subject matter experts, and ultimately operational users. This effort bridges that gap between prototype development and existing NWE tools, and user communities. LANE will also include continued high fidelity development of computational methods, and associated modeling capabilities to include ground/air and water/air interactions. DTRA seeks a performer with capabilities to assist in the continued development and maintenance of the LANE prototype, who is also capable of providing recommendations, technical insights, and subject matter expertise to advance the state of the art of the LANE prototype as an operational tool to meet stakeholder requirements.� The requirement will be met by advancing the LANE computer model, validation and verification of the model, implementing sustainable configuration management to allow for trusted and useful subject matter expert analyses, and development of technical documentation and training. Specific requirements are as follows: Transition the LANE prototype to operational NWE capabilities provided through standalone subject matter expert codes, evolution of reduced order models, products and improvements to integrated suites., e.g., DTRA�s Nuclear Capability Services (NuCS), DTRA�s Enhanced Consequence Analysis (ECA) application Expand LANE capabilities by leveraging the development of legacy and current NWE M&S capabilities Continued innovative phenomenology development for dust/debris environments Testing and evaluation using the full range of DoD High Performance Computing platforms, and in other configurations, e.g., the DoD cloud computing architecture. Efforts will include configuration management, validation and verification, user training, subject matter expert quick response, advanced model development, reduced order modeling, and requirements customization. Sources having the capability to meet these requirements are invited to respond to this notice. Responses should be limited to a�ten (10) page white paper, in 12 point Courier New font (not including cover page, cover letter and table of contents). Any proprietary concepts of information should be clearly identified as such. Submitted data and information will not be returned. Any information submitted in response to this Sources Sought Notice is strictly voluntary. This notice is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. All documentation shall become the property of the Government. Unless otherwise stated herein, no additional information is available. Requests for same will be disregarded. There is no commitment by the Government to issue a solicitation, to make award or awards, or to be responsible for any monies expended by any interested parties in support of any effort in response to this Sources Sought Notice.
