The project will encompass three distinct areas of improvements: Upgrade older non-compliant magnetic stripe PACS readers and all associated backbone hardware including controller boards and communication boards. The Samuel S. Stratton Veterans Administration Medical Center, Albany, NY (Albany VAMC) has a need to upgrade its aged non-FICAM compliant magnetic stripe Physical Access Control (PACS) readers and all related infrastructure. Currently, the VAMC is utilizing Lenel magnetic stripe card readers supported by antiquated series 1 and series 2 controller boards and communication boards. These technologies do not support current FICAM standards. Additionally, the technology results in worn out magnetic stripes on the back of PIV cards that require employees get re-sponsored to replace cards when they fail to work with the readers resulting in increased workload for Human Resources personnel as well as supervisors that are required to re-sponsor applicants for new cards. Install new cameras throughout facility and the required backbone support hardware required to comply with video retention standards. The Samuel S. Stratton Veterans Administration Medical Center, Albany, NY (Albany VAMC) has a need to upgrade and improve its current Video Surveillance System, which is identified as the Video Assessment and Surveillance System hereinafter referred to as the VASS System as specified in this section. The Physical Security and Resiliency Design Manual, October 2020 requires VASS coverage of common corridors, parking lots, walkways, and waiting areas. Currently, the Albany VAMC has coverage of its parking lots, main entrance, employee entrance, main lobby waiting area and some patient corridors. It is lacking significant coverage. Install a networked, software-based facility duress alarm system (Lynx) with the capability to activate a duress/emergency alarm from any networked workstation. The Samuel S. Stratton Veterans Administration Medical Center, Albany, NY (Albany VAMC) has a need to upgrade its aged duress and alarm monitoring systems for the main campus as well as all community based out-patient clinics (CBOC s). Currently, the Albany VAMC is utilizing very aged technology (Vindicator alarm boards) that are out of life expectancy and support. This old system is also a continual drain on finances as well as the hours of manpower to meticulously manage and repair. Continuous re-allocation of spaces and offices often require physical duress buttons be removed and re-installed at different locations. Currently the Albany VAMC has over 350 duress buttons installed. These are too many to be individually assigned to its own circuit based on our current infrastructure resulting in instances where up to seven duress buttons are wired on one circuit, therefore a press of any of these buttons only directs police to a general area or wing instead of to an actual office or treatment room. Unfortunately, not all staff or patient care areas have duress buttons, which poses a sizeable physical security risk. The strategy is to move to an approved virtual network-based solution that alerts police from each end user s computer keyboard, desktop icon or other means. This will resolve the problems of wiring issues, buttons linked together due to controller boards maximized, mechanical failure issues, dead batteries, and lost duress pendants. Specifications itemized in Performance Details section. APPLICABLE DOCUMENTS Documents referenced or germane to this Performance Work Statement (PWS) are listed below. In the performance of the tasks associated with this Performance Work Statement, the Contractor shall comply with the following: Homeland Security Presidential Directive (12) (HSPD-12), August 27, 2004 VA Handbook 0730/4, Security and Law Enforcement, September 18, 2007 Technical Reference Model (TRM) (reference at http://www.ea.oit.va.gov/Technology.asp) Physical Security and Resiliency Design Manual, October 2020, revised April 2021 010000 General Requirements 013526 Safety Requirements Albany VAMC Combined Exterior Buildings Albany VAMC Combined Floor Plans Albany VAMC Site Plan PERFORMANCE DETAILS Contractor Qualifications: The Contractor or security sub-contractor shall be a licensed security Contractor with a minimum of five (5) years experience installing and servicing systems of similar scope and complexity. The Contractor shall be an authorized regional representative of the Security Management System s (PACS) manufacturer and its subsystems (Lenel, Milestone, and Lynx). The Contractor shall provide four (4) current references from clients with systems of similar scope and complexity which became operational in the past five (5) years. At least three (3) of the references shall be utilizing similar system components, in a similar configuration as the proposed system upgrades. The references must include a current point of contact, company or agency name, address, telephone number, complete system description, date of completion, and approximate cost of the project. The VA reserves the option to visit the reference sites, with the site owner s permission and representative, to verify the quality of installation and the references level of satisfaction with the system. The Contractor shall provide copies of system manufacturer certification for all technicians. The Contractor shall only utilize factory-trained technicians to install, program, and service the ESS system including PACS, VASS, and Duress Alarm improvements. The Contractor shall only utilize factory-trained technicians to install, terminate and service controller/field panels and reader modules. The technicians shall have a minimum of five (5) continuous years of technical experience in electronic security systems. The Contractor shall have a local service facility. The facility shall be located within 75 miles of the project site. The local facility shall include sufficient spare parts inventory to support the service requirements associated with this contract. The facility shall also include appropriate diagnostic equipment to perform diagnostic procedures. The VA reserves the option of surveying the company s facility to verify the service inventory and presence of a local service organization. Areas of Performance Upgrade older non-complaint magnetic stripe PACS readers to comply with Federal Identity, Credential, and Access Management (FICAM) Architecture. The Albany Stratton VA Medical Center, hereon referred to as the facility , currently utilizes Lenel OnGuard as it s PACS management software (Version 8.0) In maintaining a uniform platform for performance and to ensure compliance and compatibility with the USAccess PIV Program the facility requests the following types and brand equipment be utilized for this performance area: HID pivClass RPK40 Smart Card Readers by HID Global Corporation (FIPS 201 compliant) LNL-1320-S3 Dual Reader Interface Module (Series 3) LNL-1300-S Reader Interface Module (Series 3) LNL-X3300 ISC (Intelligent Systems Controller, Series 3) New installations must be compatible with Lenel OnGuard 8.0x The facility s current PACS configuration utilizes: 71 (seventy-one) LNL-1300 controller boards (series 1 and 2) 75 (seventy-five) LNL-1320 controller boards (series 1 and 2) 23 (twenty-three) Lenel 3300 communication boards (series 1 and 2) 128 LNL-2010 magnetic stripe card access readers 66 HID pivClass RPK40 Smart Card Readers (proximity and keypad) Installation of new proximity readers must comply with standards set forth in Section 2.0. Provide and install new cameras for security surveillance throughout the facility to comply with the Physical Security and Resiliency Design Manual, October 2020, revised April 2021. The Albany Stratton VA Medical Center currently operates 105 (one hundred five) camera feeds managed by Milestone XProtect software with storage provided via a Milestone Husky X8 NVR. A site survey revealed the need for 171 (one hundred seventy-one) new cameras to be installed throughout the exterior and interior of the facility. The new cameras will provide video security coverage of all common corridors, and elevator banks including exterior coverage of roadways, parking lots and walkways. Most cameras will be installed on existing facility structures with access to IT switch rooms for connectivity. One camera will be requiring an external pole mount to monitor a parking lot and entry gate. The gate currently has power and network connection to operate a magnetic reader (which will be upgraded to proximity reader) and the gate opening mechanism. In maintaining uniformity and performance of the entire system it is requested the following equipment be utilized: AXIS P3367-V Network Cameras AXIS P3715-PLVE Network Cameras AXIS P3717-PLE Network Cameras Milestone video storage solution (currently utilizing Husky X8 NVR) new models are the Husky IVO 1800 NVR A breakdown of requested cameras is listed as follows: 48 (forty-eight) AXIS P3245-V cameras 63 (sixty-three) AXIS P3717 cameras 48 (forty-eight) AXIS P3715 cameras 12 (twelve) AXIS P6074-E PTZ cameras Installation of new proximity readers must comply with standards set forth in Section 2.0. Approximate locations for camera installations provided in Section 2.0, documents labeled Albany VAMC Combined Exterior Buildings, VAMC Combined Floor Plans, and VAMC Site Plan. The Albany Stratton Medical Center requests the installation of the Lynx keyboard (software based) duress emergency system. The system must be network based and provide duress/emergency call (PC s to Dispatch) capabilities. The system activates an alarm after a specified combination of keyboard keys (PF9&11 simultaneously) is pressed. The alarm includes the location of the activated alarm. Alarm will display a pop-up message on terminals in police service. System will have monthly testing capability. Police services will have responsibility of updating location table for all networked computers with alarm software on system. This installation must provide software to support 4,000 computers for duress alarms expansion capabilities as needed for the Albany Stratton Medical Center and networked Community Based Outpatient clinics. Community Based Outreach Clinics are located at the following: Bainbridge, 109 North Main Street, Bainbridge, NY (6 PC s) Catskill, 159 Jefferson Heights Greene Medical Arts Building Suite D305 Catskill, NY (13 PC s) Plattsburgh, 5180 North Catherine Street Plattsburgh, NY (4 PC s) Clifton Park, 963 Route 146 Clifton Park, NY (16 PC s) Saranac Lake, 33 Depot Street Saranac Lake, NY (14 PC s) Fonda, 2623 State Highway 30A Fonda, NY (7 PC s) Troy, 295 River Street Troy, NY (19 PC s) Schenectady, 1400 Altamont Avenue Schenectady, NY (30 PC s) Glens Falls, 101 Ridge Street Glens Falls, NY (31 PC s) Kingston, 101 Frank Sottile Boulevard Kingston, NY (13 PC s) Westport, 7426 NYS Route 9N Westport, NY (12 PC s) PERFORMANCE PERIOD The period of performance shall be 90 Days from date of award. Any work at the Government site shall not take place on Federal holidays or weekends unless directed by the Contracting Officer. PLACE OF PERFORMANCE Tasks under this PWS shall be performed in VA facility located in 113 Holland Ave, Albany NY 12208-2716. SPECIFIC TASKS AND DELIVERABLES The Contractor shall perform and comply with the following: Contractors are required to possess up to date Lenel Professional Certifications (LCA, LCP, LCE, and LCDA). Certification will be verified prior to award. (https://partner.lenel.com/training/validate). All technicians and sub-contractors performing under this requirement must possess and provide a copy of all certifications to support the Albany VAMC Electronic Security System and sub-systems utilizing Lenel/OnGuard, Milestone, and Lynx Software before award. The vendor/offeror is required to supply all the expertise, tools, and labor, to install the equipment and operation of the electronic security system. Should a technician need to work on a device over the height of 20 feet, the station will provide a lift and qualified operator to assist. The contractor will need to provide their own safety equipment, to include but not limited to; safety harness, hard hat, and attend safety training. Safety Requirements: All services for this contract must meet manufacturer s performance and technical specifications, Federal, State, and Local Regulations, and other specifications that may apply such as, National Electric Code (NEC), Life Safety Code (LSC), National Fire Protection Association (NFPA) and VA Regulation. Additional information regarding Safety Requirements enumerated in Section 2.0, 013526 Safety Requirements. Access to the Federal Facility: Before work begins, all contractor personnel must report to the Police Service to sign in and receive a badge. Badges shall always be displayed while on the Medical Facility. After completion of work, all contractor personnel must return to the Police Service, sign out, and return badges. Additional information regarding Access to the facility is enumerated in Section 2.0, 010000 General Requirements, 1.4 CONSTRUCTION SECURITY REQUIREMENTS. Vendor shall provide a detailed work action plan to include timelines, project management goals and schedules for each work area of performance. As work progresses each area of upgrade must be operated on and completed prior to beginning the next task. As an example: when upgrading a PACS reader, all work regarding that reader and its satisfactory operation must be completed prior to beginning work on another reader. Concurrent projects will be allowed, as an example: PACS reader upgrades may be performed concurrently with installation of the Lynx Duress alarm system and the installation of a security cameras as long as each area or work is cataloged and controlled separately and the affected area is completed promptly not causing a protected area to be unprotected for a period of time to exceed one work day or cause interruptions in facility operations or patient care. Phase I Site Assessment - Contractor will conduct a site assessment(s) and evaluation(s) of the current system configurations and operational state of the electronic security system (ESS) installed at the Samuel S. Stratton VA Medical Center facility located at 113 Holland Avenue, Main building, Albany, NY 12208. (VA Facility Code 36-0050-001) as well as all community-based outpatient clinics (for the networked duress alarm portion of this project). Upon completion of the assessment, the Contractor shall develop remediation plans. Site Assessment shall be submitted for review and acceptance by the Contracting Officer Representative. Provide all actions necessary to make sure that the project is in full compliance with the documents listed in Section 2.0, Applicable Documents, and equipment manufacturer requirements. Design and present changes to the ESS systems architecture and topology to ensure safety and security and development of sufficient technical documentation to adequately describe the changes to the ESS systems. In doing so, the installer assumes liability for 100% functionality of the ESS systems. Provide timeframes and project management schedules to complete all work. Site Assessments can be conducted during normal business hours and at the direction of the Contracting Officer Representative. Phase II Installation of Software and/or Hardware - Once the site assessment is completed and reviewed and accepted. Contractor shall provide all labor, materials, tools, equipment, etc. to prepare for the installation of the software and equipment at the VAMC and the named community VA clinics. Contractor will coordinate work times and locations with Contracting Officer Representative as to minimize impact to facility staff and patient care. No work will be performed without consent and coordination of Contracting Officer Representative. Contractor will install all equipment and ensure that it is fully operational. Status will be verified with Contracting Officer Representative. Contractor will verify facilities ESS system is in a fully functional state during each stage of upgrades. At no time will the facilities Electronic Security System (ESS) system be non-functional during periods when no actual work is being performed, as an example: ESS system will be fully functional at the end of each work day, system will not be offline at the end of the vendors work day until they return the next day. Contractor shall be responsible for removing all packing materials and related waste and dispose of offsite. Phase III Testing and Training Upon satisfactory completion of installation. Contractor/Vendor shall conduct a full test of installed systems and hardware under the supervisor and monitoring of the Contracting Officer Representative. The VAMC ESS system will be tested for full operation, including proper alarming, access control, video surveillance and video retention operation. New equipment will be tested along with existing system to ensure no unintended negative outcomes have resulted due to new installations. Contractor/vendor will ensure all ESS systems are operational to the satisfaction of the Contracting Officer Representative. Contractor/vendor will provide training to Police services representatives in the proper operation of all new systems and any interoperability with original ESS systems. Contractor shall provide all master passwords and licensing information as they pertain to ESS software and hardware purchased and installed. REPORTING REQUIREMENTS The Contractor shall provide the Contracting Officer s Representative (COR) with Weekly Progress Reports in electronic form in Microsoft Word format or Adobe Postscript Data Format (PDF). The report shall include detailed instructions/explanations for each required data element, to ensure that data is accurate and consistent. These reports shall reflect data as of the last day of the preceding Week. The Weekly Progress Reports shall cover all work completed during the reporting period and work planned for the subsequent reporting period. The report shall also identify any problems that arose and a description of how the problems were resolved. If problems have not been completely resolved, the Contractor shall provide an explanation including their plan and timeframe for resolving the issue. It is expected that the Contractor will keep in communication with VA accordingly so that issues that arise are transparent to both parties to prevent escalation of outstanding issues. GENERAL REQUIREMENTS All vendor/contractors working on VA property must: Present themselves for proper contractor ID badges at Police Services, daily. Observe all VA safety standards and guidelines. Vendor/Contractor responsible for programming and function of system must hold current Lenel Certified Associate (LCA), Lenel Certified Professional (LCP), or Lenel Certified Expert (LCE) certification. Vendor/Contractor responsible for programming and function of system must hold current Milestone technician certifications and licensing. Vendor/Contractor responsible for programming and function of system must hold current Lynx technician certifications and licensing. METHOD AND DISTRIBUTION OF DELIVERABLES The Contractor shall deliver documentation in electronic format, unless otherwise directed. Acceptable electronic media include MS Word and Adobe Postscript Data Format (PDF).
