- SOURCES SOUGHT NOTICE The United States Air Force, 763d Enterprise Sourcing Squadron (763 ESS) is seeking sources for the contemplated bridge contract for Headquarters Air Mobility Command Logistics Integration Branch (HQ AMC/A4PI) Logistics Integration and Weapon Systems Logistics Networking Support (LOGNET). CONTRACTING OFFICE ADDRESS: 763d Enterprise Sourcing Squadron (763 ESS) 510 POW/MIA Drive, Bldg. P40, Suite E1004 Scott AFB, IL 62225 INTRODUCTION: This is a Sources Sought to determine the availability and technical capability of large and small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZONE Firms; Certified 8(a), Service-Disabled Veteran Owned Small Businesses and Woman Owned Small Business) to provide technical support of electronic technical data at the aircraft sortie generation level and the Aircraft Maintenance Information System (AMIS) of these aircraft and related systems. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACT/PROGRAM BACKGROUND: Contract Number: FA4452-16-D-0001 Contract Type: Firm-Fixed Price Incumbent and their size: CSC Government Solutions LLC (now General Dynamics Information Technology), Large Business Method of previous acquisition: Full and Open Competition REQUIRED CAPABILITIES: This requirement includes all Air Force Major Commands (MAJCOMs). The functional business processes requirements translated into effective and viable system capabilities needed to meet global command and control requirements. The AMIS will provide information which includes status of all aircraft, serialized asset tracking to collect, process, collate, validate, report, and archive reliability, availability, maintainability, configuration, inventory, status, performance (sortie/mission), maintenance, warranty and data through web-based applications and cloud base computing. LOGNET manages resources in support of USAF�s Global Reach mission through inner-operation of logistics command and control functions, sub-functions, as well as staff and wing-level systems. LOGNET requires contracted support to implement strategic guidance as outlined by USAF. The contractor ensures the technical solutions are compliant with Department of Defense (DoD), United States Transportation Command (USTRANSCOM), USAF, MAJCOMS, and joint architecture and integration goals. The DoD requires USAF to effectively execute its worldwide assigned missions. To meet their mission responsibilities. USAF requires successful information technology integration of the overall logistics processes, including supporting systems and functions. The LOGNET requirement encompasses contractor support for four separate interoperability functions where the contractor shall: Interoperability Function 1: Provide support for IT infrastructure at wing-level Logistics functions through maintenance and enhancement of the electronic tools (eTools), mobile computing devices (i.e. rugged and standard laptops, tablets, handheld devices, etc.) and supporting systems residing on the respective eTools. Interoperability Function 2: Provide support for IT infrastructure at HQ staff and Program Management Office (PMO) by providing end user support of desktops, mobile devices (laptops, tablets, handheld devices, etc.), servers and conference rooms. Interoperability Function 3: Provide AMIS functional programming support and training to the PMOs as well as Air Force users worldwide. This requirement includes technical assistance to Air Force users, training product development, and database, web page and application programming integration. Interoperability Function 4: Provide subject matter expertise for technology, policy and system integration recommendations. This requirement shall require an in-depth, sequential process demonstration of the implementation of each policy and/or IT infrastructure recommendation and potential impact to aircraft launches or generation. The following tasks fall under the Interoperability Functions: ? Task 1: Technical Support Services for Logistics Functions (i.e. sortie generation, back shop, aerial port, logistics readiness) ? Task 2: Technical Support Services ? Task 3: Information Technology Equipment Custodian (ITEC) Support ? Task 4: Executive Communication and Presentation System Maintenance and Support ? Task 5: Aircraft MIS Management and Support ? Task 6: Aircraft MIS Functional Assistance Office (FAO) Support ? Task 7: Programming Support ? Task 8: Aircraft MIS Software/Database Enhancement and Management ? Task 9: Program Management ? Task 10: Financial Management A draft copy of the Performance Work Statement (PWS) is available as Attachment 1 for review. SPECIAL REQUIREMENTS: Information Assurance Technical (IAT) Level II Certifications Information Assurance Manager (IAM) Level I Certifications Information Assurance System Architect Certifications Engineer (IASAE) Level II Certifications Top Secret Clearance NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541512, with the corresponding size standard of $30M. To assist 763 ESS in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company�s ability to perform in accordance with the Limitations on subcontracting clause (FAR 52.219-14). SUBMISSION DETAILS: Interested businesses should submit a brief capability statement (no more than 5 pages) that includes the following: 1) Business name and address; 2) Name of company representative, business title and email; 3) Large or Small Business Size and Type of Small Business (if applicable); 4) CAGE Code 5) DUNS Number 6) List of potential subcontractors, teaming partners, and / or joint venture partners who are anticipated to perform aspects of this effort; 7) The brief capabilities statement package should demonstrate your company�s ability to perform the services highlighted below: a. Show the capability and experience to manage staff in multiple locations around the world. i. This includes locations in the Areas of Responsibility (AOR). ii. Currently LOGNET supports AOR locations in CENTCOM (Ali Al Salem, Kuwait and Al Udeid, Qatar). iii. Demonstrates the ability to meet the staffing requirements outlined in Army in Europe (AER) Regulation 715-9. Experience working within the Technical Expert Status Accreditation (TESA) agreement countries. iv. Show experience in providing information technical (IT) support for staff-level, and Wing-level logistics organizations (or equivalent) including maintenance and enhancement of electronic tools (eTools) / Mobile Computing Devices (i.e. rugged and standard laptops, tablets and handheld devices, etc.), servers, and supporting applications that reside on these devices. b. Show experience in programming in major systems that support large user base. i. Demonstrate knowledge and understanding of G081/MAF LOG C2 or equivalent aircraft maintenance information system. ii. Demonstrate programming capability Microsoft (MS) SQL Server databases, WebFOCUS, HTML, Java, XML and other modern languages. iii. Show experience in training user of the major systems remotely and on site. iv. Show experience in providing Tier 1 level help desk support for a major system. c. Show that there are experience in hiring subject matter experts. 8) Your company�s current specific clearance level; 9) Statement of intent regarding submitting a proposal in response to any resulting RFP; 10) Please provide any questions or concerns you have with the Draft PWS and/or NAICS Code provided. 11) Identify any major performance, schedule, or cost risks anticipated; 12) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle.
