Description

This is a Notice of Intent to Sole Source, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Roberts Oxygen Company, Inc., will provide a service to replace a bulk tank system. The DIR requires emergency repair of the bulk tank in Bldg.33. The bulk tank system provides liquid C02 into the building tanks. If the tanks are not replaced it will cause experiment damage and will continue to cause interruptions or more damage until remedied. A service is required to replace a bulk tank system, the items data online telemetry 30KW electronic vaporizer dual final line assembly, all tank gauges backup CO2 manifold system CO2/N2. 52.223-99 Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors. ENSURING ADEQUATE COVID-19 SAFETY PROTOCOLS FOR FEDERAL CONTRACTORS (OCT 2021) (DEVIATION) The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2106748 to Maliaka Pinkney at maliaka.pinkney@nih.gov, by 12:00 pm eastern standard time, December 19, 2021. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
