The U.S. Army Corps of Engineers (USACE) Nashville District is conducting an Industry Review Webinar on Tuesday, December 14, 2021 at 11:00 a.m. Central Time to seek feedback from potential contractors on the Old Hickory Power Plant Turbine Generator Rehabilitation project. The intent of the webinar is for USACE Nashville District to present draft plans and draft specifications (hereby referred to as �draft documents�) for industry review. USACE Nashville District seeks feedback from a contractor's perspective in reference to the draft documents. THIS IS NOT A SOLICITATION AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. This is not a solicitation announcement, nor is it an Invitation for Bid (IFB), Request for Proposal (RFP), or Request for Quote (RFQ). No solicitation is currently published. Participation in this conference by any party does not obligate the Government in any contract award. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. The Government is not responsible for any costs associated with reviewing the draft documents, preparing and submitting comments, or any other efforts towards participation in this webinar. Furthermore, the Government is not obligated to compensate respondents for any information received, even if the draft documents are revised as a result of a respondent's comment or question. Respondents should refrain from providing proprietary information in the course of the conference, since any information acquired by the Government in this forum will not be treated as proprietary. The information gathered will be used by the Government to make appropriate acquisition decisions. Replies to responses, comments, or suggestions will not be provided or published. Scope: The overall goal of this project is to increase generator maximum output to 45 MW. The primary electrical scope of work to accomplish this is the rewind and restack of the generator stators on Units 1, 2, and 3 to 45,000 kVA, with a 0.9 power factor at 13.8 kV. Units 2 and 3 currently retain their original rating of 31,250 kVA, with a 115% continuous overload capacity. Unit 1 was rewound in 1990 to 41,300 kVA, and Unit 4 was rewound in 2021 to 45,000 kVA. The primary mechanical scope of work is the replacement of the Kaplan turbine runners of Units 1, 2, and 3 to an increased rated output of 61,600 hp at 54 feet of net head, along with replacement of the wicket gates; turbine runner and wicket gate replacement for Unit 4 will be at the option of the Government. The existing turbine runners are 264-in diameter, 5-bladed Kaplan runners rated at 35,000 hp at a net head of 45 feet. Old Hickory�s powerhouse has experienced historical movement that has rendered the stator core eccentric to the discharge ring by as much as one-quarter inch on some units. Refurbishment of the discharge rings by machining and weld overlay is a feature of work that shall accomplish cavitation repair and the re-establishment of concentric unit alignment. Other major mechanical scopes of work for Units 1-3 include but are not limited to replacement of bushings, replacement of the central greasing systems, refurbishment of shafts, head covers, and wicket gate linkages, and replacement of oil.� Other major electrical scope items for Units 1-3 include but are not limited to the installation of a machine condition monitoring system, refurbishment of rotor field poles and field leads, replacement of cable, wiring, relays, and RTDs, and furnishing and installing new high resistance grounding systems.� The scope of work for each unit will culminate with testing and commissioning. The email should contain the company�s Unique Entity ID (formerly known as the DUNS Number) and/or CAGE code for accountability purposes. Questions: Industry will be given nine (9) calendar days to submit questions in writing to Kristal Jones at the aforementioned e-mail address at the conclusion of the Industry Review Webinar. All questions must be submitted to Kristal Jones no later than Tuesday, December 28, 2021 at 4:00 p.m. Central Time with the subject line of �Old Hickory Turbine Generator Rehabilitation Webinar Questions� (no quotation marks). The Contracting Officer will make the final determination whether or not questions received after this deadline will be accepted. 15 December 2021: This special notice is amended to 1) extend the reponse due date from 28 December 2021 to 14 January 2022 and 2) upload the draft plans and specifications for this project. Access to download the files will only be granted to the contractors who participated in the virtual webinar on Tuesday, December 14, 2021. Requests received from contractors who did not participate in the virtual webinar to access the draft documents will not be granted. �
