REQUEST FOR INFORMATION (RFI)� 1.0 RFI TITLE: Modular Operating Room System (MORS)� 2.0 AGENCY: U.S. Army Medical Materiel Development Activity (USAMMDA)� 3.0 OFFICE: Warfighter Deployed Medical Systems (WDMS)� 4.0 LOCATION: 1430 Veterans Drive, Fort Detrick MD 21702� 5.0 SUBJECT: The WDMS of the USAMMDA is conducting market research to determine whether a commercial solution can be provided to meet requirements for table operating field. This market research may also assist with the further development and/or refinement of the requirements.� 6.0� DISCLAIMER: This is an RFI as defined in FAR 15.201(e) to ascertain whether a commercial item exists that provides the capabilities described herein.�� This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. In keeping with the standards of FAR Part 10, the Government may request additional information from responders. Responders are solely responsible for all expenses associated with responding to this RFI or any follow-up information request. All information received in response to this RFI or any follow-up information request that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future request for proposal will not be entertained.�� 7.0 DESCRIPTION: WDMS of the USAMMDA has a requirement for TABLE OPERATING FIELD (MORS) that would replace the former capability, the Operating Room Table (Table Operating Field, LIN T00029) also known as the �English Table� used in the Forward Resuscitative Surgical Team (FRST) which is no longer procurable and therefore requires identification of a replacement. The Modular Operating Room System (MORS) is a portable platform will replace the existing Table Operating Room Field that was designed for surgical procedures in austere operating environments. The currently fielded �English Table� is extremely large and heavy, both of which are impediments to the unit�s mobility. In addition, the table lacks surgical side rails used for the attachment of surgical instruments and support devices that facilitate rapid surgical treatment of patients. Finally, assembling the �English Table� consumes a significant amount of the limited staff�s time when setting up the unit for operation and likewise requires an equally significant amount of time to disassemble and package the table for movement which hinders the unit�s ability to rapidly relocate. The MORS is a platform that is quickly assembled and will be lighter weight than the existing table currently in use.� It is designed for surgical procedures, specifically those employed by Forward Resuscitative Surgical Detachment (FRSD) and Medical Detachment Veterinary Service Support (MDVSS). Therefore, the replacement for the English Table should be lighter, smaller, and require minimal time to assemble and disassemble. In addition, the replacement capability must have surgical side rails that enable attachment of surgical instruments and support devices to facilitate efficient surgery. Additional desired device features are: a. The capability must have standard surgical side rails that enable attachment of surgical instruments and support devices. b. The weight of the capability must be no greater than 25% of the current table. c. The cubic size of the capability must be no greater than 20% of the current table. d. The capability must allow a single individual to assemble/disassemble a suitable surgical platform in less than 20 minutes. The Government may request vendor presentation and product demonstrations as part of this RFI if at no cost to the Government and if acceptable for the vendor. �Please describe the kind of product presentation or actual product demonstration that could be provided in conjunction with this RFI. 8.0 SUBMISSION INSTRUCTIONS: Responses from all capable and qualified sources are encouraged to respond to this request.�� Entities interested in submitting a response must furnish the MOGS RFI Attachment 1 for submission. The subject header of the email for submission of questions and/or the RFI response shall be: Modular Operating Room System (MORS), RFI NO: W81XWH-22-HK-MORS-RFI. All information regarding capabilities statements or any other proprietary information relative to this RFI shall be marked appropriately. Submission should include the following information:�� White papers should adhere to the following formatting and outline instructions: 1.�� All submissions shall be made electronically and be in one of the following formats: Microsoft Word or Adobe PDF. 2. Cover Page (1 page) Title Organization Responder�s technical and administrative points of contact (names, addresses, phone, fax number and email addresses) Topic area(s) addressed 3. Specifications Complete the MOGS RFI Attachment 1 Logistics and Integrated Product Support Complete the MOGS RFI Attachment 1 for Essential Characteristics (ECs) Please note that responses are due no later than 5 January 2022.
