- Description
- NASA/GSFC plans to issue a Request for Proposal (RFP) for the Geostationary and Extended Observations (GeoXO) Program.� This new procurement is for a definition-phase study of a GeoXO Atmospheric Composition (ACX) instrument that is planned to fly on the National Oceanic and Atmospheric Administration (NOAA) GeoXO program series of geostationary satellites with the first launch planned for 2035. The Government does not intend to acquire a commercial item using FAR Part 12.� The NAICS Code and Size Standard are 541330 and $15 million, respectively.� The Government anticipates a release of the Final RFP in January 2022.� No Draft RFP will be issued. The Government anticipates issuing a modification to this synopsis when the Final RFP becomes available. It is anticipated that this procurement will be a full and open competition.� The Government anticipates awarding up to two firm fixed price contracts: of 20- month duration and approximately $5M each for this definition-phase study.� The study phase Final Report is due 12 months after contract award with the Risk Mitigation Report and Technology Development Report due 20 months after contract award.� Any proposed technology development or risk mitigation efforts would be included in this fixed price. This synopsis shall serve as the pre-solicitation for the Final RFP.� The draft technical documents (PORD, SOW and UIID) are attached for review in preparation for the solicitation release. When the Final RFP is issued, all responsible sources may submit an offer which shall be considered by the agency.� NASA Clause 1852.215-84, Ombudsman, is applicable.� The Center Ombudsman for this acquisition can be found at https://www. Prospective Offerors shall notify this office of their intent to submit an offer.� It is the offeror�s responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).� Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). All contractual and technical questions must be submitted electronically via email to kristal.kerr @nasa.gov no later than 15 days from posting date.� Telephone questions will not be accepted.
