Description
Vendor questions with VA response in red. Scope Paragraph. I. b states VA will not provide more than two escorts for the survey. Will these escorts be available during entire day of the survey or as needed basis? These are as needed for access to spaces, specifically access controlled spaces like Telecommunication Rooms and Mental Health areas.  Contractor will be issued a set of keys to access electrical closet spaces without escorting.    Scope Paragraph I.g requires contractor to submit a weekly project status report to summarize each study s overall progress again the projected schedule. For office based activity, VAMC is intended to submit this report if contractor is committed to meet the agreed schedule. Will bi-weekly report is an acceptable? Bi-Weekly is acceptable for office work, outside of field activities.   Scope Paragraph I. i. 2 required the Registered Professional Electrical Engineer to perform the study. Will the OH state PE license be required or any other state PE license is an acceptable? Any state PE license is acceptable. During the site visit, we were advised by VAMC, that Eaton has performed the arc flash study in the past and PDF of the final report will be provided to successful bidder. Will there be SKM model file be available and provided to successful bidder? There is no current complete SKM model file available.  There is a SKM file from 2011 that will be made available but is not accurate to what is existing today. Scope Paragraph III.a.1 requires to submit drawings in AutoCAD format. Will VAMC accept the SKM generated and converted to Auto CAD one line diagrams be acceptable? This is acceptable.  Scope paragraph V.k.4.a requires that the contractor to perform adjustment of the recommended protective device settings after final approval from VAACC. Generally, circuit breakers/ trip units shall be electrically tested by testing company when applying new settings to confirm the operationality of the existing breakers matches with it s original characteristics at the time of manufacturing of these devices.  Will VAMC issue a change order to perform the electrical testing when applying these setting changes? This is included in the SOW as part of the overall cost of the services. During the site visit, it was found that new emergency generators and paralleling switchgear are being added to energy plant. Will these be equipment to be included this study? The new 2MW Diesel Generator and associated paralleling switchgear shall be a part of this study.  New equipment is anticipated to be online and functional March 2022. Will all progress and review meetings be virtual meetings only? This is acceptable unless a situation arises that would require an on-site meeting to address something in the field.
