- �This is a combined synopsis/solicitation for commercial items prepared in accordance with�FAR Part 13 and Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;�quotations are �being requested and a written solicitation will not be issued. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 2022-01 Effective December 6, 2021. This acquisition is conducted under the procedures as prescribed in FAR subpart 13�Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold ($250,000). NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The associated North American Industrial Classification System (NAICS) code for this procurement is 541519 with a size standard of $30.0M. The NIH Clinical center Radiolgy & imaging Sciences� requests procurement of radiologic reading support and on-call coverage consultations for speific hours referenced in the statement of work. REQUIREMENT DESCRIPTION PROJECT TITLE:�������� National Institutes of Health (NIH), Clinical Center (CC), Teleradiology Clinical Support Project DEPARTMENT:���������� NIH Clinical Center ����������������������������������� Radiology and Imaging Sciences (RADIS) Department INTRODUCTION The mission of the NIH Clinical Center is to provide Clinical Research servicing the needs of the NIH Intramural Research Program by providing a safe and effective environment for the care and treatment of patients participating in structured biomedical research protocols. BACKGROUND The NIH Clinical Center (CC) is a 200-bed, federally funded, biomedical research hospital located on the NIH campus in Bethesda, Maryland. The NIH Clinical Center is the delivery setting for all NIH intramural clinical research protocols. The Clinical Center accounts for approximately half of all NIH-funded clinical research beds in the United States and accommodates about 7,000 inpatient and 70,000 outpatient visits a year. Patients are admitted to the NIH Clinical Center from all over the world for the sole purpose of participating in a clinical research protocol of which imaging is often a critical component. The Radiology and Imaging Sciences (RADIS) Department at the NIH Clinical Center provides clinical care and research support across all imaging modalities including magnetic resonance imaging (MRI) and positron emission tomography (PET).� In particular, the MRI section supports the following MRI devices: three 3.0 tesla (T) scanners, two 1.5 T scanners, one 3.0 T PET-MRI scanner and, one 1.5 T intraoperative MRI scanner.� Over 500 distinct MRI procedures have been established on these devices, supporting nearly 500 different NIH protocols. This SOW details the requirements for contractors to support Teleradiology Clinical Support within the department.� PURPOSE The purpose of this contract is to obtain after-hours and supplemental Radiology Reading services in support of the overall functions of the Clinical Center (CC) and Radiology and Imaging Sciences (RADIS) Department by supporting the broad variety of radiologic medical issues that may arise during a course of diagnosis and treatment. The support will provide routine radiologic reading support and on-call coverage/consultations from 6:00p.m. - 8:00a.m, Eastern Standard Time (EST), including holidays. �� Scope Vendor, with appropriate technical direction from the Government, shall be required to perform the following tasks: Qualified and medically licensed to perform as a Radiologist to the Department of Radiology, at the Clinical Center, National Institutes of Health (CC/NIH). Perform radiologic services for the NIH at the direction of the RAD&IS Department Chief. Communicate with RAD&IS technical staff directly in order to provide instructions for performing imaging studies and/or answer any technical questions. Available for review of completed studies or procedures in order to provide the interpretation or results of the procedure to the clinician in a timely manner. These procedures include CT Chest, CT Abdomen, CT Pelvis, CT Abdomen and Pelvis, CT Head, CT Neck, CT Angiogram, CT Cervical Spine, CT Thoracic Spine, CT Lumbar Spine, CT Extremity, Ultrasound, Ultrasound w/ Doppler, Pulmonary Ventilation /Perfusion (Nuclear), GI Bleed Scan (Nuclear), HIDA Scan (Nuclear), MRI, and Plain Films. Required to meet the expected average verbal Turn-Around Time (TAT) of 12 minutes, with immediate back-up if contractor exceeds 30 minutes.� For any stroke protocol patients, the turn-around time should be as soon as the technologist calls a dedicated radiologist phone line. Interfaces between the vendor/provider system(s) will be already developed and supported and maintained by the vendor, at the vendor�s expense. This includes DICOM, HL7, and web-based interaction interfaces. Due to the urgent need of these services and incompatibility problems that can arise from such interfaces, it is imperative that the selected vendor have these interfaces already in place and ready to start at the desired period of performance. Vendor will reasonably comply with the NIH Security Handbook as applicable. Vendor will agree to the NIH Interconnection Security Agreement and Memorandum of Understanding (ISA/MOU) for any communications connections. Any High or Critical vulnerabilities detected in vendor supplied software/systems shall meet the required remediation timeframes as specified in the NIH Security Handbook. Vendor will provide support both internally and for NIH CC for the appropriate credentialing of readers/providers at vendors expense. Provide on-call services during the week, on weekends, and holidays for a period of performance, not-to-exceed the number of on-call hours stipulated. Must be available for �on-call hour consultations,� 7 days per week, from 6:00p.m. to 8:00a.m., Eastern Standard Time, EST, including Holidays. Available by phone and Teleradiology. DELIVERABLES Radiology Interpretation Reports are to be provided as �Preliminary Reads� through the vendor developed/provided interfaces to our Carestream PACS (currently v12.1.3, updating to 12.2.8 during calendar year 2022), which will them be forwarded to the CC EMR (AllScripts Sunrise Clinical Manager) as Preliminary reports. PLACE OF PERFORMANCE The work shall be performed off-site at Vendor offices/reading sites. PERIOD OF PERFORMANCE The Period of Performance for this requirement shall consist of a Base Period of twelve (12) months with one (1) four (4) year Option Period. NIH Clinical Center Radiology would prefer that this run from 1 April 2022 to 31 March 2023 as a base year. SECURITY J.1 General Security Policies The NIH Clinical Center has determined that the performance of this task order requires that the Contractor, subcontractor(s), (herein known as Offeror) personnel may require access to procurement sensitive, protected patient, and healthcare information.� Signature of a non-disclosure agreement is required of all personnel performing tasks under any task order resulting from this solicitation. This acquisition includes all security and privacy requirements that are in accordance with HHSAR 339.7002(b) (3) - ADP Systems Security.� It also requires that the Offeror agree to comply with the ADP Systems Security Requirements set forth within the award and all applicable portions of Part 6, ADP Systems Security of the HHS IRM Systems Manual. As is the case with all software that is run on the NIH CIT and CC systems, appropriate security safeguards must be considered and where necessary instituted. This includes, but is not limited to, ensuring that all system support individuals who are authorized access to systems, software, and databases are screened, controls such as separation of duties are implemented, and individual accountability of actions taken. J.2 Access to Sensitive Information Performance of work under this award requires that the Offeror establish and maintain a facility for the receipt, processing, and storage of protected information.� The Offeror shall ensure that all facilities established in support of this award are secure inasmuch as access is limited to authorized Offeror and Clinical Center personnel only.� The Offeror further agrees that appropriate security procedures are in place to ensure the safeguarding of government-furnished materials including data. ����� INSPECTION AND ACCEPTANCE CRITERIA The Contracting Officer or the duly authorized representative will perform inspection and acceptance of materials and services to be provided.
