Description
The Naval Sea Systems Command, Naval Undersea Warfare Center Division Keyport, intends to issue a solicitation to execute development, integration, and production of Technology Insertion Hardware (TIH) for Technology Insertion (TI)-24 and TI-26. TIH is the latest generation of display, processor, and network requirements in support of the Navy's Submarine Warfare Federated Tactical System (SWFTS) family of systems required on several U.S. Navy fleet submarines, the COLLINS Class for the Royal Australian Navy (RAN), and Foreign Military Sales (FMS) cases. Equipment to be obtained under a resulting contract is used in Mission Critical/Essential Systems on board submarine platforms of different variants and configurations. Components consist of but are not limited to Commercial, Off-The-Shelf (COTS) equipment that is uniquely configured for the particular platform and system to satisfy workstation, processor, file server, or other network requirements. The Government anticipates issuing an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to a single source with Contract Line Items (CLINs) for Production, Non-Recurring Engineering Services, Travel, and Data Submittals. The CLINs may include a mix of Fixed Price Incentive; Cost Plus Incentive Fee, Level of Effort; Cost Plus Fixed Fee; and Cost Reimbursable. The resulting contract will include a one-year base period, with six one-year options, for a total duration of seven (7) years. The design and production of TI-24 occurs during the first five years. If exercised, TI-26 will begin in contract year 3 of the 7-year performance period. The solicitation number for this requirement is N00253-21-R-0013. Offers will be evaluated on the basis of best value to the Government, which means that the selection of the contractor is to be based on other than the lowest price, technically acceptable offer. The anticipated contract award date is 14 August 2023. The NAICS code is 334511, with a Small Business Size Standard of 1,250 employees. The primary Product Service Code is 1260. This is a full and open, unrestricted solicitation. It is anticipated that the solicitation will be issued on or about 26 January 2022, with a 45-day response time. Drawings referenced in the solicitation, which are unclassified technical information related to the Program Executive Office Submarines TIH effort, are restricted by the Arms Export Control Act. In accordance with Department of Defense (DOD) Direction 5230.25, access to export-controlled technical data must be through the companys designated Joint Certification Program (JCP) Point of Contract (POC)/Data Custodian. Reference material, including a draft Statement of Work and drawings for TIH, are available on the Electronic Technical Information Center (E-TIC). To apply for access to the E-TIC for the TIH 24/26 Solicitation (N00253-21-R-0013) hosted by the Advanced Interactive Management Technology Center (AIMTC), prospective Offerors must have either a Common Access Card (CAC) or a DoD External Certification Authority (ECA) Certification from one of the DoD Approved Vendors: WidePoint (formerly ORC) or IdenTrust, Inc. For more information pertaining to approved ECA certificates, please visit the website: https://public.cyber.mil/eca/. The prospective Offeror must be able to supply its JCP number. The Offerors designated JCP Data Custodian must be the one to apply for access by filling out an AIMTC Account Request form. To apply for access, please visit the AIMTC website: https://aimtc.nuwc.navy.mil.
