- Naval Air Warfare Center � Aircraft Division, Lakehurst, NJ, intends to solicit, negotiate, and award a purchase order with Lumistar Inc. of Carlsbad, CA, a sole source basis, to upgrade existing Lumistar Telemetry Ground Stations. There are four (4) stations in total. The S/Ns are N-28-DRS-M1L-50-71P-16-G-415, -416, -417 and -418. The model number is LS-28-DRS and the Vendor P/N is UG-DRSM1L-50-71P-16. Lumistar is the original equipment manufacturer for this system. The hardware and software are custom designed by Lumistar and their designs are proprietary to Lumistar only; therefore, Lumistar is the only source of supply for the parts needed to service this equipment. The Government intends to procure the above services under the statutory authority of Title 10 U.S.C. Section 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) Section 6.302-1, only one responsible source. FAR 6.302-1(a)(2)(iii)(A) states services may be deemed to be available only from one responsible source when it is likely that award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. THIS NOTIFICATION IS NOT A REQUEST FOR PROPOSALS.� No contract will be awarded on the basis of offers received in response to this notice.� However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government.� All inquiries and concerns must be addressed to the Contract Specialist, Ms. Sheila Battaglia at sheila.l.battaglia.civ@us.navy.mil.� Responses to this notice must be submitted by 30 December 2021.� A determination not to compete this requirement is within the discretion of the Government.
