Description
This is a notice of intent to solicit from a single source for the USGS Volcano Science Center, Vancouver, WA The US Geological Survey (USGS) intends to negotiate a purchase order with West Systems in Pontedera, Italy for a portable CO2/H2S gas flux meter to conduct surveys over rugged volcanic terrain as described in the required features and specifications below. West Systems is the only known source that has the features required that meets the government's minimum needs over rugged volcanic e agency. Required features and specifications for portable gas flux meter - Portable instrument for measurement of CO2 fluxes (with optional H2S and CH4 fluxes) based on the accumulation chamber method. - Palmtop computer with integrated GPS, touchscreen, wireless communication with flux meter (via Bluetooth). - CO2 flux measurement range: 2-150,000 millimole CO2/m2 d. -CO2 flux accuracy: +/- 25%. - Rapid measurement (within 3 minutes). - >/= 8-hour operational time. - Accumulation chamber with 200 mm diameter, 150 mm height, 1.5 kg weight, and integrated air temperature and pressure sensors. - Accumulation chamber functions without soil collar, allowing for flux measurement in steep volcanic terrain. - Option for measuring CO2 fluxes from water surfaces using floating chamber ring. - Integrated software for real-time data collection and in-situ flux calculation. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes.
