- The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, has a� firm-fixed price requirement of a Commercial-Off-The-shelf (COTS) Laboratory Information Management System (LIMS) software to serve as the Toxicology Database (ToxDB) for the Office of Aerospace Medicine�s Civil Aerospace Medical Institute (CAMI) Aerospace Medical Research Division (AAM-600). All work should be accomplished in accordance with the Statement of work. The contract is to provide a Commercial-Off-The-Shelf (COTS) Laboratory Information Management System (LIMS) software to serve as the Toxicology Database (ToxDB) for the Office of Aerospace Medicine�s Civil Aerospace Medical Institute (CAMI) Aerospace Medical Research Division (AAM-600). This investment is being pursued in support of the CAMI, Bioaeronautical Sciences Research Branch (BSRB, AAM-610) and the Protection and Survival Research Branch (PSRB, AAM-630) of the FAA. The BSRB and PSRB assess aircrew health and its relationship to the ability to perform safety sensitive functions. The data maintained within the ToxDB is provided to the National Transportation Safety Board (NTSB), the FAA, and researchers involved in projects related to enhancing the safety of the National Airspace (NAS). The current ToxDB solution is an aging system with increasing technical stability issues and security concerns. These are MS Access-based systems, which are less secure than modern web-based applications. The new COTS LIMS software must meet the FAA�s privacy and security standards and be available and usable 99.5% of the time. The top five requirements determined by the BSRB are: (1) must have fully customizable modules and fully customizable fields for data entry; (2) must provide role-based security and meet cybersecurity standards of the FAA; (3)must provide the ability to share case information between the Autopsy and Toxicology teams; (4) must provide a full audit trail for user information, data entry, and results; and (5) must provide the ability for either the Autopsy or Toxicology team to create a case. Additional requirements are as follows: (a) ability to aggregate data for comparison, benchmarking, and trend analysis. (b) fully customizable workflow, (c) workload management, including but not limited to; resource availability, specimen tracking, batch production, testing results, QA documentation, reports, and database search functionality, (d) compliance with Federal record retention requirements, ( e) migration of legacy data from ToxDB to the LIMS. This Procurement is Full and Open Competition.� The NAICS code applicable to this requirement is 511210; IT and TELECOM - Business Application Software.� The business size standard for this NAICS is $41.5. Contractors must be registered with the System for Award Management, www.sam.gov on the date established for receipt of offers (January 24, 2022).� Reference AMS Clause 3.3.1-33, paragraph (d), �if the offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror.� All questions regarding the project/specifications/plans must be received in writing to (kimberly,sites@faa.gov) no later than 3:00 p.m. CT, January 3, 2022 to ensure adequate response time to be provided prior to the due date for receipt of proposals. Proposals must be received electronically by the FAA Contracting Office, kimberly.sites@faa.gov, no later than 3:00 pm Central (Oklahoma Time) January 24, 2022.� In accordance with SIR Section L provision 3.2.2.3-14 entitled, ""Late Submissions, Modifications, and Withdrawals of Submittals,"" any proposals received after the due time and date of 3:00 p.m. CT, January 24, 2022, will not be considered.� In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award. This SIR/RFO is not to be construed as a contract or a commitment of any kind.� The Government shall not be liable for payment of any costs attributed to the preparation and submission of proposals.
