Description
This is a SOURCES SOUGHT notice. This notice is NOT A Request for Proposal (RFP). No solicitation exists at this time. Strategic Systems Programs (SSP) seeks a cost-plus-fixed-fee (CPFF) type contract for Technical Services & Programmatic Support for the integration of the TRIDENT II (D5) Submarine Launched Ballistic Missile (SLBM) Strategic Weapon System (SWS) onto the US COLUMBIA Class SSBN and UK Dreadnought platforms and within the joint US/UK Common Missile Compartment (CMC). Efforts require SLBM SWS operator and operational knowledge, expertise and experience and will include systems engineering and analyses, independent studies, engineering evaluations, design documentation development, technical, operational, and programmatic trade studies, participation in working groups and design-build-sustain teams, financial planning and execution support services, program-level acquisition planning and strategies, financial summaries and execution reporting. The Period of Performance is estimated to be four years from contract award (estimated to be awarded in December 2022). �The applicable NAICS code for this requirement is 541330. The expected applicable Product Service Code is AC24 (R&D- Defense System: Missile/Space Systems (Engineering Development).� Further information regarding Perior of Performance can be found at the below. PURPOSE OF NOTICE: The Sources Sought is being used as a Market Research tool to determine potential sources prior to determining the method of acquisition and issuance of a possible RFP. The Government is not obligated and will not pay for any information received from potential sources as a result of this notice. We are only requesting capability statements from potential contractors at this time. RESPONSE DEADLINE: Interested sources shall submit a capability package by January 07, 2022 (10 pages or less) containing: 1) Company Name and Address, 2) Company Point of Contact, 3) Email Address, 4) Phone Number, 5) specifics addressing the tasking listed below and company's capability, 6) specifics addressing existing subject matter expertise to provide: U.S. COLUMBIA Class SSBN 8XX Common Missile Compartment Technical Services & Programmatic Support (SP26; CPFF-LOE; SCN (U.S.)), 7) related past performance and 8) general corporate information. � Facilities and US citizen personnel must have a Secret Clearance or higher, and be International Traffic in Arms Regulations (ITAR) compliant. �In addition, prospective sources should be able to receive, generate, modify and store classified documentation. � Responders should indicate which portions of their response are proprietary and should mark them accordingly. �Failure to provide a response does not preclude participation in any possible future competitive RFP for which a business is eligible to participate in, if any is issued. �It is the responsibility of the interested businesses to monitor the Government Point of Entry (SAM.gov) website for additional information pertaining to any potential future acquisition. PERIOD OF PERFORMANCE: The proposed support required is estimated to commence December 2022 and end December 2026. REQUIREMENT: � The purpose of this CPFF Contact is to provide SSP with the following: (1) U.S. COLUMBIA Class SSBN 8XX Common Missile Compartment Technical Services & Programmatic Support (SP26) (U.S. SCN);� (2) (OPTION) FY24 U.S. COLUMBIA Class SSBN 8xx Common Missile Compartment Technical Services & Programmatic Support (SP26) (U.S. SCN);� (3) (OPTION) FY25 U.S. COLUMBIA Class SSBN 8xx Common Missile Compartment Technical Services & programmatic Support (SP26) (CPFF-LOE) (U.S. SCN); and (4) (OPTION) FY26 U.S. COLUMBIA Class SSBN 8xx Common Missile Compartment Technical Services & Programmatic Support (SP26) (CPFF-LOE) (U.S. SCN) �
