SOLICITATION/SOURCES SOUGHT:� W911YP22R0003 AGENCY/OFFICE: �Utah Army National Guard / USPFO-UT PLACE OF PERFORMANCE: �Utah Army National Guard / 300th, 12953 S Minuteman Dr, Draper, UT 84020 SUBJECT:� Virtual Platform RESPONSE DUE DATE:� 1200PM MST 29 DEC 2021 CONTRACTING POC:� William (Billy) T. Brown III���������� Email:� William.t.brown68.civ@army.mil� Phone:� 8014324273 INTRODUCTION: The Utah Army National Guard is conducting this SOURCES SOUGHT notice to help determine the availability and technical capabilities of small businesses in the marketplace (to include the following subsets, Small Disadvantaged Businesses (SDB), HubZONE, Certified 8(a), Service Disabled Veteran-Owned Small Businesses (SDVOSB), and Woman Owned Small Businesses) to provide�a Virtual Platform for the Utah Army National Guard located at JFHQ Draper, Utah.� If your firm is interested in this requirement, your company must be registered on www.sam.gov as a qualified small business under the NAICS code �541519-Other Computer Related Services� (or very similar NAICS code) which has a Small Business Size Standard of $27.5 million. (https://www.sba.gov/sites/default/files/files/Size_Standards_Table.pdf).� Your company must also demonstrate you have performed work on similar projects.� An organization that is not registered on www.sam.gov as a small business under the applicable NAICS code (or very similar NAICS code) should not submit a response to this notice. The current intent is to award a Small Business Firm-Fixed Price (FFP) commercial competitive contract for a Virtual Training Platform� DISCLAIMER: As permitted by FAR Part 10, this SOURCES SOUGHT notice is a market research tool being utilized for informational and planning purposes only.� Your responses will help assist the Government in the development of its acquisition strategy for a possible Request for Proposal (RFP), to be issued at a later date, and help determining whether any type of small business set-aside is possible for this procurement or whether full and open competitive procedures should be utilized.�� This is NOT a Request for Proposal (RFP) notice.� It does not constitute a solicitation and shall not be construed as a commitment by the Government.� Responses in any form are not offers and the Government is under no obligation to award a contract or BPA as a result of this announcement.� Any information submitted by respondents to this notice is considered voluntary. CAPABILITIES: Interested offerors are requested to submit a maximum ten (10) page statement of their company's capabilities and expertise with respect to the following: The virtual platform will need the following functionality: Must have be capable of accepting payments and be able to provide a detailed ledger for all payments and donations. Homepage:� Homepage must include customized graphics and icons that are easily readable for all participants. Icons are necessary for but not limited to �Registration�, �Main Conference�, and several breakout rooms as well as vendor presentations and booths. Must have a location for an agenda to provide information for morning and afternoon sessions and key notes, and speaker biographies. Registration:� Registration must be available 30 days prior to conference start date. Registration button will take participants to registration portal. Registration must support up to 1,000 participants from across the globe. Portal must provide conference manager with an accurate number of registered participants. Speaker Dashboard:� Each speaker will need a personalized dashboard that cannot be accessed by the language conference attendees. This dashboard will need functionality to allow the speaker to upload any content or material necessary prior to their speech. The speaker dashboard will also need to allow the speaker to prepare their virtual room prior to speaking. Speaker and Attendee Interaction:� The virtual platform will need to allow language conference attendees to interact via chat or ask questions to the speaker during the presentation. The 300th MIB(L) language conference management will need the ability to review questions prior to live view and to communicate with the speakers out of view of the audience. The virtual platform will need a feature designed to poll the audience and conduct a survey or quiz. The 300th MIB(L) leadership will need a tool in the virtual platform which prompts the audience or individual within the audience to provide their status. Break out rooms are needed for a single session to separate into smaller groups then rejoin back together. Session Planning:� The virtual platform needs to mimic the agenda as if it were a live conference. The virtual platform should be built into different rooms with the ability to immediately notify all parties of any change to any session. All participants need the ability to select which breakout sessions they plan to attend. Once the participants have scheduled their sessions, they need to be able to review and change any of their planned attendance. 300th MIB(L) conference management needs the ability to lock any session or planned attendance that is no longer allowed a change. Streaming Service:� The virtual platform will need a streaming service which allows multiple speakers to be shown concurrently. Virtual Content:� The virtual platform needs to allow the upload of live or pre-recorded content. Session Transition:� The virtual platform for language conference needs to provide a function allowing the audience to take a survey, complete a quiz, answer questions, or review content and material after the speech. Once the individual participant is ready to move to the next session/speech, that participant can easily move/click to the next planned session. Upon entering the new session, each participant should retain the same ID. This ID for each participant should not change during the duration of the language conference. Likewise for each meeting ID, each presentation needs the same meeting ID to allow participants to comfortably shift from one session to another, and other participants can join a session directly from the agenda. Broadcast Support:� The virtual platform will need support for numerous speakers and participants accessing the system simultaneously. The virtual platform needs to have support for audio and visual, for the speakers. Breakout Sessions:� Smaller breakout sessions that can be supported by a built-in streaming solution or another steaming service. These options need to allow up to 16 different breakout sessions with the ability to simultaneously broadcast. Attendees need to have the ability to be involved in the session during Q&A portions or muted/listen-only. Host needs to be able to control mute options for all participants where participants cannot change their muted status. Group Notifications or News Feeds:� The virtual platform needs to be able to display notifications to attendees based on registration type or to all participants. As well as the ability to display a banner including any type of notification that can draw attention to the alert. These notifications/banner can include session changes, sponsor visibility or overall conference updates. Peer-to-Peer Networking:� The virtual platform needs to allow peer-to-peer networking for attendees and speakers who wish to share contact information; including prompting attendees to update their contact information and be able to choose to share each pieces of information with other attendees or speakers who request it. In addition, the virtual platform needs to provide the ability to participate in text and video chats as well as have networking opportunities. Virtual Exhibit Hall and Virtual Breakout Session Hall:� Attendees need to be able to visit a virtual exhibit hall and a virtual breakout session hall and be able to engage with attendees. Speakers need the ability to upload materials and videos to allow attendees to learn more about their products and services. The virtual platform needs to provide the ability of attendees to search using filters and contact attendees/or speakers directly through an interactive booth chat feature or video chat. Reporting and Analytics:� The virtual platform needs to provide analytics on attendee registration types/attendees and the number of visitors to language conference morning session, afternoon breakout sessions, and virtual booths. The virtual platform needs to also provide additional information that can be easily located in-portal for convenient and direct access. Email Templates:� The virtual platform needs to provide the ability to send unlimited emails for communication between attendees, presenters, speakers. These templates must be available for easy customization. The 300th MIB must have access to customize these templates. Social Media:� The virtual platform needs to have a function which allows for simple capture of material for social media products and links to social media platforms. Platform Statistics and Surveys:� The virtual platform must have a function which provides analytics for the virtual environment, to include attendees per session and their time logged in, as well as further customizable analytics. The virtual platform must make distribution of post-survey links simple, and available through sessions, speakers, and also attendee resources. The surveys must be deployable to attendees immediately after sessions. The virtual platform needs the ability to track the number of attendees in each session and how long they stay logged in to each presentation. Other customizable reports need to be available for use as well. Additionally, there is need for an area within the attendee dashboard to post-survey links. The links will need to be posted by session, speaker, or for the full conference. Surveys will need to be deployed to attendees at the end of viewing a session to capture immediate feedback. The virtual platform also needs to provide alertness checks to attendees. Customer Support:� The virtual platform will need to provide attendee customer support on the day of the language conference; including at least one hour prior to the start of the language conference. This includes a dedicated team that will be the first line of contact for attendee questions. There will need to be a dedicated technical support chat and email for attendee questions and concerns. Application Programing Interface (API) Integration:� API integration which includes design and development and the ability to use multiple applications across the virtual platform. Streaming Provision and Support:� The virtual platform must provide incorporation of streaming services with, and support the linkage between, the platform and the streaming service provider. Custom Homepage:� Support in creation of the custom homepage from virtual platform provider is also required as well as providing additional images at no additional cost. Exhibitor Platform:� The virtual platform must provide a space in which speakers can organize, display, and distribute their information and materials. Attendees must also be able to access speakers spaces at their discretion and be able to go back to the homepage/welcome page/or other pages � with easy access. Project Management Support:� The virtual platform must have point of contacts (POC�s) to assist in the execution of timelines, checklists, and benchmarks to ensure readiness of the platform upon the event date. These POC�s must be available for regularly scheduled communication to provide training and ensure that benchmarks are achieved. The virtual platform must be sufficiently ready for early-stage testing in January and February to assist in the development of event procedures. Prior to the event, the virtual platform must provide the access for presenters and exhibitors to access the platform. SAM REGISTRATION:� All firms or individuals responding must meet all standards required to conduct business with the Government, including registration with SAM and WAWF/iRAPT, and be in good standing.� All qualified responses will be considered by the Government.� Each Capabilities Statement must include vendor's CAGE code, DUNS number, Federal Tax Number, and must include point of contact information.� Prospective vendors may obtain information on registration at www.sam.gov. �Failure to provide SAM registration may result in your company not being considered.� IAW FAR 52.204-7 and DFARS 252.204-7004 Alt A, prospective vendors must be registered in the SAM database prior to award.� Lack of SAM registration shall be a determining factor for award.� SUBMISSION INSTRUCTIONS:� Please provide your Capabilities Statement to the United States Property and Fiscal Office Purchasing and Contracting Division of Utah (USPFO-UT) no later than 1200PM MST 29 DEC 2021.� All submissions should be sent via email to:� william.t.brown68.civ@army.mil.� Facsimiles will not be accepted.� Questions regarding this requirement may also be directed to this email, with sufficient time to do any research to answer question prior to the closing of this posting.� Responses received after the stated deadline may be considered non-responsive and may not be considered.
