Description
This is a request for information (RFI) only. This is not an invitation for bids (IFB), request for quotations (RFQ), or request for proposals (RFP). �This notice is published in accordance with FAR Parts 10.002 and 15.201 in support of market research. No award is intended as a result of this synopsis as the Government has no intention to pay for information received. �A requirement has been identified for a contractor to provide engineering support for the PATRIOT Advanced Capability-3 (PAC-3) missile and associated ground support equipment. The engineering support includes the following planned efforts: ����� 1.� Engineering support in the form of engineering services for the PAC-3 Enhanced Launcher Electronic System (ELES) and Fire Solution Computer (FSC) software and hardware post deployment build (PDB) tactical fielding activities, Seeker Resilience, Lower Tier Air and Missile Defense Sensor Urgent Material Release and Preplanned Product Improvements (P3I), Missile Segment Resilience, and Missile Segment Enhancement (MSE) Spiral Transition to Production, and Terminal High Altitude Area Defense (THAAD) Post System Readiness Review, THAAD 6.0, and 7.0.� The engineering services includes logistics maintenance engineering, logistics software support, obsolescence monitoring and analysis, engineering functional support, and program management support for the PAC-3 missile program.� ������ 2.� PAC-3 Ground System Integration Activities for missile flight tests.� These activities shall include contractor support for system level testing, data analysis, problem resolution, PAC-3 missile preparation for flight tests, contractor pre-and post-flight test support, post-flight analysis and integration of PAC-3 missile segment modernized hardware and software into flight test missiles to support test activities. ������ 3.� PAC-3 Tactical Telemetry Dual-Purpose Telemetry Unit (DTU), MSE Actuator �Insulated-Gate Bipolar Transistors (IGBT) , Multi-Band Radio Frequency Data Link Radio Frequency Slice, and Fuze Ignition Device Obsolescence Redesign that require the contractor to design, develop, integrate, and qualify redesigns to remove obsolescence.� ������ 4.� Redesign of the PAC-3 Seeker to eliminate hardware obsolescence in order to support the PAC-3 Missile production.� The effort includes development, integration, qualification, and transition to production tasks necessary to produce the Advanced Seeker. �� ����5.� Redesign of the PAC-3 missile to eliminate hardware obsolescence in order to support the PAC-3 Missile production.� New processor architecture includes development, integration, qualification, and transition to production tasks necessary to produce the PAC-3 Next Generation Launcher. ������ 6.� Qualification of a Second Source Exciter for the PAC-3 Missile to validate material fabrication, qualification, integration, and transition to production tasks necessary to support production of the PAC-3 Second Source Exciter.� Interested firms who believe they are capable of providing the above mentioned services are invited to indicate their interest by providing: Company name, company address, overnight delivery address (if different from mailing address, Cage Code, point of contact, e-mail address, telephone number, fax number). Business size (i.e. large, small disadvantaged, veteran owned, woman owned, etc.) Affirmation of cleared personnel and facilities. A description of the company�s expertise in providing software and systems engineering support for the PAC-3 and MSE missile and their various components and the Enhanced Launcher Electronic System and Fire Solution Computer ground support equipment. A description of your company�s lab capabilities and assets necessary to test and integrate new software capabilities into the PATRIOT Missile Defense System. A description, in general, of your company�s approach to meeting the required period of performance. � All responses shall be unclassified. � All assumptions, including any assumed Government support, shall be clearly identified.� All proprietary and restricted information shall be clearly marked. � This RFI is for planning purposes only and shall not be considered as an IFB, RFQ, or RFP.� Additionally, there is no obligation on the part of the Government to acquire any supplies or services described in this RFI.� Your response to this RFI will be treated only as information for the Government to consider.� You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI.� This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract.� No funds have been authorized, appropriated or received for this effort.� The information provided may be used by the Army in developing its acquisition strategy. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response.� � The Government will not reimburse contractors or responders to this notice for any costs incurred in responding, or any subsequent exchange of information.� All responses shall be no longer than 5 pages and transmitted electronically to Contracting Officer, Mr. Jeff Fussell, at e-mail jeffrey.s.fussell.civ@mail.mil, no later than 5:00 p.m. CST on 29 December 2022.� No telephone or facsimile requests will be accepted. Responses will not be returned nor will be considered by the Government as offers.
