U.S. Navy Trailer for Patrol Boat (PB-40) Solicitation Number: N00024-22-R-2211 Agency: Department of the Navy Office: Naval Sea Systems Command Location: NAVSEA HQ DISCLOSURES: This is a Request for Information (RFI) notice only, this is not a request for proposal (RFP) and a formal solicitation is not available at this time. This notice does not constitute a commitment by the Government to issue an RFP, contract, or order. This RFI is for informational planning purposes and it not to be construed as a commitment by the Government for any actual procurement of materials, machinery, or services. �Government will not pay for any effort expended or any material provided in response to this announcement. All costs associated with responding to this RFI are solely at the responding parties' expense. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government will not be liable for, or suffer any consequential damages for any proprietary information not properly marked and clearly identified. Proprietary information received in response to this RFI will be safeguarded and handled in accordance with applicable Government regulations. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract or agreement. The Government will not be obligated to pursue any particular acquisition alternative because of this RFI. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued. Specific responses to the approaches will not disqualify or have an impact on participation and evaluation on future solicitations. PURPOSE: The Naval Sea System Command (NAVSEA) is hereby issuing a RFI on behalf of the Small Boats, and Craft Program Office (PMS 300), to provide industry and interested parties with information that will assist in the understanding of current technical requirements for a potential contract award in FY22 of an estimated 100 trailers for the US Navy 40� Patrol Boat (40PB) over the next 7 years.� In addition to the design and delivery of the trailer, the successful bidder will provide an initial spare parts list, COTS technical documentation, test support, and engineering analysis/supplier certifications. � This RFI solicits information on a trailer which meet the draft requirement in the attached document �40PB Trailer DRAFT Specification� which describes the Navy�s needs for transportability for the 40PB. Please note this specification is for informational purposes only and is not final as the Government is seeking feedback from industry. RESPONSES & SUBMISSION OF INFORMATION: Interested parties are free to submit any information which may assist the Navy in its market research. A detailed proposal is not requested, please limit the number of pages (recommend no more than 5-10 pages) in response. Submission in PDF format is desired. �Drawings sized to 8.5�x11� or 11�x17�. All other documentation sized to 8.5�x11�. Provide as much of the following technical data as practical within the time constraints of this inquiry. �The following information is requested (Please use as a checklist): Provide company contact information. Company name, address, point of contact name & email/phone number Company small business size status Provide data and/or information on any trailer or trailer design capable of meeting the key requirements listed above.� The data and/or information should consist of: Principal Characteristics, attributes and capabilities. Sketch of the candidate trailer Feedback on the Government�s requirement. The Government is specifically interested in a trailer that will meet the requirements of 084-1 to 084-6 with alternate trailer configurations (changes to the existing pintle hitch, or gooseneck/5th wheel solution), modifications to standard trailer design to allow for air transport and road transport, recommendations on steel or aluminum construction, wheel/axle design (size, how many), brake system (e.g. air over hydraulic, drum brakes, disc brakes), what type of design verification information can be provided, capability to support pre- and post- delivery testing, and any area of the requirement that is restrictive or challenging. Recommendations for innovative technology development for meeting any of the trailer requirements. Please also include any timeline for development strategies. Willingness to provide Government Purpose Rights for the trailer design/data. Provide a description of the company's relevant experience. Provide the approximate price for: Candidate trailer (and any quantity discount schemes). Technical Manuals & Other Data. If available, price of Government Purpose Rights for Engineering Drawings Provide estimated timeline to design, test and deliver first article 40PB trailer and follow on production rate (estimate on total construction time for one 40PB trailer; and how many 40PB trailers can be built per year) Provide location of company production facilities, if applicable. Describe facility production capacity Note: As a reminder interested parties do not have to meet all requirements listed in this RFI to submit a response. �All responses received will be reviewed by the Government. Responses are requested by 2:00 PM (EST) on January 12, 2022.� General questions and clarification needed on requirements may be submitted electronically via email to maureen.d.barlow.civ@us.navy.mil AND Charles.Yang@navy.mil. Defense and commercial contractors, including small businesses, veteran-owned businesses, service-disabled veteran-owned businesses, HUBZone small businesses, and woman-owned small businesses are encouraged to participate. �This RFI is the continuation of market research under Part 10 of the Federal Acquisition Regulation (FAR), and is not a Request for Proposals (RFP). �All information shall be provided free of charge to the Government. NAVSEA may request further information regarding the capabilities of respondents to meet the requirements and may request a presentation and/or a site visit as deemed necessary.
