Description
Ground Based Radar Systems and Ancillary Services THIS IS A SOURCES SOUGHT in accordance with DFARS PGI 206.302-1. This sources sought is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This sources sought does not commit the U.S. Government to contract for any supply or service whatsoever. Further, the Air Force is not seeking proposals at this time and will not accept unsolicited proposals. Responders are advised that the Government will not pay for any information or administrative costs incurred as a result of this notice. Background The United States Air Force (USAF) Materiel Command, Air Force Life Cycle Management Center (AFLCMC), Foreign Military Sales (FMS) Division (AFLCMC/HBN) has continuous demand to procure several products from the Lockheed Martin's family of Ground-Based Air Surveillance Radar systems. The demand is driven by United States allies� mission needs, as captured in the partner nation�s FMS case approved Letter of Offer and Acceptance (LOA) or Building Partner Capacity (BPC) security cooperation and security assistance programs. The AFLCMC/HBN Division is currently meeting this demand by purchasing radars on standalone contracts for each individual FMS case with an approved LOA or approved BPC case with a pseudo LOA. �In an effort to reduce the capabilities delivery lead time and administrative burden to execute separate contracts, AFLCMC/HBN intends to create an Indefinite Delivery Indefinite Quantity (IDIQ) acquisition vehicle to facilitate AFLCMC/HBN's future partner nations requests for Lockheed Martin�s Family of Ground-Based Air Surveillance Radar Systems and ancillary services. This contract vehicle will be used to fulfill requirements outlined in FMS cases specifying a directed source capability as permitted by FAR 6.302-4, International Agreement, which states full and open competition is precluded by the terms of an international agreement. Additionally, this IDIQ will be considered for BPC requirements as deemed appropriate to achieve results that are in the best interest of the U.S. Partner Nations, e.g. interoperability need, combined purchases (FMS/BPC), etc.� Absent a Partner Nation�s approved FMS LOA, any BPC funded request for radars and ancillary services requirements will be subject to the Competition in Contracting Act and FAR Part 6 requirements. Interested vendors must be able to fulfill the requirements below to be considered. Technical Requirements The vendor must have a demonstrated capability to design, develop, test, produce, transport, deliver, install and provide ongoing support to the full inventory of Lockheed Martin�s Ground-Based Air Surveillance Radar systems, including the AN/TPS-77 and AN/TPY-4 radars, as well as associated support equipment.� The Government doesn�t own the technical data package for these systems, hence the vendor must have the legal authority including the necessary rights to all applicable patents and copyrights to the full inventory of Lockheed Martin radars and associated support equipment.� The vendor must have the capability and demonstrated experience of providing training and logistic support for the full inventory of Lockheed Martin radars and associated support equipment.� The vendor must be a United States owned company. Any vendor that does not have the legal authority to produce the Lockheed Martin family of Ground-Based Air Surveillance Radar Systems will not be considered for this specific effort. Respective Oasis, ASRC Federal, and MITRE employees have standard Non-Disclosure Agreements available to the cognizant Government contracting offices.
