- N0016422SNB20 - REQUEST FOR INFORMATION (RFI) � SERVICES TO SUPPORT INSTALLATION OF OF AN/SLQ-32(V)6 AND MK-53 DECOY LAUNCHING SYSTEM (DLS) SYSTEMS ON US NAVY SURFACE SHIPS - PSC N020 - NAICS 336611 Issue Date: 12/16/2021- Closing Date:� 01/11/2022 The Government is issuing this RFI as part of market research for the services to support installation of AN/SLQ-32(V)6 and MK-53 DLS Systems on US Navy surface ships.� � The Government is conducting this RFI as Market Research to determine the capability of industry to address the prospective requirement described below. The Government is seeking companies with the capabilities and resources to install the AN/SLQ-32(V)6 and MK-53 DLS Systems.� The draft Statements of Work (SOW�s) can be found in Attachment 1 and 2.� The Drawings Request Instructions can be found in Attachment 3. The prospective requirement is anticipated to have the following characteristics: A One-time �C� type of Contract (Cost-Plus Fixed Fee/Cost/FFP): Expected to be 2 separate Contracts for 2 separate Ships (see submission requests below for more details); Inspections and Acceptance at Destination / Destination; Contract Item Number (CLIN) 0001- Installation Services; Contract Item Number (CLIN) 0002 � Subcontractor/ODC/Incidental Materials/Travel; Contract Item Number (CLIN) 0003 � Installation Activity Furnished Materials (IAF); and Contract Item Number (CLIN) 0004, Data in accordance with the SOW � Not Separately Priced (NSP). All interested parties are encouraged to submit company and product literature, a white paper no longer than five (5) pages. The Government is specifically interested in the following areas, please provide any rational to support any deviation from any given area of concern that will assist in the Market Research: It is the Governments intent to request proposals within 30 days of the official Request for Proposal (RFP) posting.� It is the Governments intent to award 2 separate contracts per ship. If the characteristics listed above could be provided on one contract for both ships verses two contracts (one per ship), provide any rationale that may be beneficial to the Government for Market Research with any recommended changes and why.� Does your company have the capability to perform one or more of the installations required? Does your company have any relevant industry experience or information you would you like the Government to be aware of that may benefit our Market Research. Is there any additional industry information, such as challenges regarding availability of skilled labor, material procurement and costs, COVID-19 impacts, or other similar factors that you believe would be helpful to our Market Research effort? Any other pertinent information, but not limited to, such as a description with performance parameters and a statement of current availability, summary or prior testing, test reports, and a budgetary cost estimate (with estimated labor categories). Please reference Attachment 3 for the procedures of requesting the drawings. � At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This RFI does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The United States Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement.� Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. Responses to this RFI that indicate that the information therein is proprietary or represents confidential business information, will be received and held in confidence for U.S. Government use only. Proprietary information will be properly protected from any unauthorized disclosure. The Government will not use proprietary information submitted from any one firm to establish future capabilities and requirements. The Government will NOT be responsible for any proprietary information not clearly marked. Vendors may be requested to provide additional information if clarification is required. No submitted material will be returned.
