- MCC headquarters is implementing guidance in accordance with Federal Guidance outlined at For Federal Contractors | Safer Federal Workforce (https://www.saferfederalworkforce.gov/contractors/) On September 9, MCC modified affected contracts to add FAR 52.223-99, Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors (Oct 2021) (Deviation), as well as included in new solicitations in in accordance with Executive Order 14042, Ensuring Adequate COVID Safety Protocols for Federal Contractors. �However, per new guidance issued on December 9, the Government will take no action to enforce the clause where the place of performance is currently listed and maintained at https://www.saferfederalworkforce.gov/contractors/. NOTE:�Federal agency COVID-19 workplace safety protocols for Federal buildings and Federally controlled facilities still apply in all locations. Contractor employees working onsite in those buildings and facilities must still follow Federal agency workplace safety protocols. MCC Workplace Safety Protocols MCC has established a re-entry team of individuals who are pre-approved for access to the facility. All other visitors/contractors requiring access to MCC�s Office located at Millennium Challenge Corporation, Franklin Court, 1099 Fourteenth Street NW, Suite 700, Washington, DC 20005 must be pre-approved using the Facilities Access request form. The request form must be initiated by an MCC account holder, so any potential visitors and contractors will need to work through their existing MCC points of contact to facilitate the process. Requests for access must be submitted by and are to be submitted a minimum of 24 hours in advance to allow sufficient time for review and approval.� Vaccination Screening:� Visitors/Contractors entering Franklin Court or any other MCC controlled indoor worksite will be asked to provide information about vaccination status. In requesting this information, MCC will comply with any applicable Federal laws, including requirements under the Privacy Act and the Paperwork Reduction Act. Visitors/Contractors must complete a self-screening questionnaire and a Certification of Vaccination Form. They must retain a copy of the forms with them while in the facility or attending an agency sponsored event and may be required to provide it upon request. MCC WILL NOT RETAIN OR COLLECT THOSE FORMS.� Vaccinated Visitors/Contractors: In order to be treated as fully vaccinated Visitors/Contractors must attest that they are fully vaccinated by signing the aforementioned form(s) provided by the agency. Non-Fully Vaccinated/Unvaccinated Visitors/Contractors (or those who decline to provide information about their vaccination status): They will be treated as not fully vaccinated. These individuals will also be required to show proof of a negative COVID-19 test result from within the previous three days before entry to MCC�s facility at Franklin Court or any other MCC controlled indoor worksite. MCC WILL NOT RETAIN OR COLLECT THIS DOCUMENTATION. Face Masks:� Individuals who are not fully vaccinated must wear a mask regardless of community transmission level. Per CDC guidance, fully vaccinated people may be required to wear a mask in public indoor settings.� Physical Distancing: Individuals who are not fully vaccinated or who decline to provide information about their vaccination status will be asked to always maintain distance of at least six feet from others, consistent with CDC guidelines. If a contractor requires regular, ongoing access to MCC Headquarters facilities and needs its personnel to be pre-approved, contact your MCC Contracting Officer for further guidance.
