This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR; Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation FA251721Q0066 is being issued as a Request for Quote (RFQ) for Urban Tree Inventory and Evaluation Peterson Space Force Base, CO with (IAW) Attachment 1 � Statement of Work (SOW). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-07 effective 11 August 2021.� This acquisition is being procured as a 100% Small Business Set-Aside.� The North American Industrial Classification System (NAICS) code is 115310-Support Activities for Forestry and the size standard is $8M. A single award will be made as a result of evaluation of quotes received. Contractor shall also submit sufficient documentation for the Government to determine technical acceptability. Quotes shall be submitted using the Contract Line Item Number (CLIN) structure: CLIN 0001: Urban Tree Inventory and Evaluation (1 LOT) The following commercial service is requested in this solicitation:� The purpose of this contract is to obtain a tree inventory for approximately 10,000 trees within the fenced boundary of Peterson Space Force Base (PSFB), establishing a management tool for urban forestry. Trees, whether naturally occurring or planted, are a valuable asset on every DoD installation. Forested areas improve air quality, reduce energy costs, preserve wildlife habitat, and contribute to water and soil conservation in a built environment. Trees are an important resource that not only provide texture, color, and beauty to an installation's surroundings, but also modify the local environment and give an installation a specific character and identity. Trees should be properly managed, including selection, planting, and maintenance. Identifying, quantifying, and understanding an installation's tree population is crucial to determining a comprehensive, long-term approach to its wellbeing. Trees will generally live longer and gradually require less intensive care with scheduled maintenance. (UFC 3-201-02, Landscape Architecture). The services to be performed include, but are not limited to, data collection on all deciduous trees, in addition to all conifer trees within designated improved areas. The contractor shall collect data for each tree to include: global positioning system (GPS) location, abbreviation (based on USDA nomenclature), botanical name, common name, Diameter at Breast Height (DBH), total tree height, height to live top, height to crown bottom, crown width, % crown missing, condition and dieback, crown light exposure, setting, ground plane, direction from closest building, distance to closest building, notes (conflicts, primary and/or secondary maintenance comments), and photograph of tree. The contractor shall also provide a written report, to include tree species population assessment, data analysis, discussion on significant findings including appraised value of each tree, particular areas of concern, and prioritized management recommendations. The Period of Performance (PoP) for this requirement is approximately 180 days. The Defense Priorities and Allocations System (DPAS) and assigned rating do not apply.
