- Description
- This is an official solicitation for the Request for Quote Number 15B20422Q00000001, Construction Acquisition for the supply and installation of a new Natural Gas feed, 480v, 3 phase, 150KW Standby Generator set to include all automated local equipment and field and transfer controls associated for full operation at FCI Fairton. Project must be completed in accordance with the specifications and statement of work (SOW), see attached SF1442 and SOW. The specifications and SOW include general descriptions of those salient physical, functional, and performance requirements of the Standby Generator Set and the service provider. The performance period is one hundred and twenty days upon notice to proceed. The procurement will be made on a firm-fixed price contract. Davis Bacon Wage determinations are under Wage Determination: NJ20210001, REVISION #8 dated 10/22/2021 for Cumberland County. Items will not be awarded individually.� This is an all or none award.� For a list, description and total quantities of all items refer to attached Standard Form 1442, Section 2. Solicitation is a 100% small business set aside.� Quotes from large businesses will not be considered. The North American Industrial Classification System (NAICS) code applicable to this requirement is 238210. From Questions. Site visits are closed after 12/16/21 at 2 pm.� Questions have been updated to allow additional time to review. Please Submit Questions by 12/28/21 at 2:00PM EST.� New Pictures attachments/ Transfer Switch Layout.� Questions/ Answers/ Updates 1. COMPLETE UNDERGROUND RIGID CONDUIT AND WIRE SYSTEM APPROX. 400 FEET FROM EXTERNAL TRANSFER SWITCH TO BUILDING PANEL. Is the transfer box meant to be located 400 feet away from the generator adjacent to the meter? Or is this line merely a reference to where an existing vacant conduit from the meter to the electrical panel is located? Answer: The closest area for the transfer switch to be installed�would be from the box closest to the street from where which street power comes in. There is no�space in the mechanical room for the transfer switch to be installed. A conduit would have to be installed from the transfer switch�box at the street to the electrical panel inside the training center. 2. Original Concrete Pad where original Generator was located is cracked and will most likely require replacement. 1.Item # 5 indicates VOLTAGE 480/240, which is unusual. Should we use 480/277 instead? A: Either 480/240 or 480/277 would work. 2. Breaker is 500 amps (item #8) and the ATS is calling for a 400 amp (item #21). You cannot have a higher amperage breaker than the ATS or it could fry the ATS. Can you please confirm the amperage? A: This should be 400 amps. 3. Since there are tools inventories required every day to enter and exit the site that can take up to 30 � 60 minutes each direction and time for work is 7:30am thru 3:00 pm. Can we start the inventories at 6:30 am and 3:00 pm? Otherwise, we�re talking of 5 � work hours days and of course, it�ll take longer to finish. A: Yes we have staff available to inventory tools at those times. 4. Are there one-line electrical diagrams for this project? A: We are currently working on obtaining single line diagrams of the institutions electrical system as well as power distribution diagrams of the institution as well. 5. Is there any drawing that shows placement for all of the new hardware? A: There is an unapproved rough draft. The placement of the automatic transfer switch will have to be determined at the site visit. 6. What is the allowable building down time during this installation? A: down time should be kept to a minimum as much as possible. However any amount of down time to complete this project is acceptable. 7. Is a new main disconnect at the street part of this project? A: The installation of the automatic transfer switch is at the street part of the project. There is an open conduit available for wire distribution status of the conduit is not determined at this time. 8. On the drawing dated 4-27-2021 can you describe exactly what the �New Switch� is? Such as a Main switch, Automatic Transfer Switch, Disconnect switch, or something else? A: The �New Switch� would be the automatic transfer switch, as it was determined prior that there is no adequate room to install the transfer switch in the location of the electrical panels. 9. Has any consideration been made to confirm the Gas main to the building is large enough to support the generator? A: No determination has been made at this time. 1. The drawing you provided (dated 04/27/2021) shows an �existing power distribution box� and �new switch location� near the street. There is only the CT cabinet and the Electric Meter there and no �distribution box�. If it is your intention to place the Transfer Switch at the curb, there is no existing equipment there to allow the connection of the normal line side of the Transfer Switch. Please clarify your intention. The intent is to place the transfer switch near the curb and any equipment will have to be put in place. 2. Please identify the Main breaker trip amperage in the 277V/480V panel (in the electric closet shown in your photos)? The breaker trip amerage is 277v/480v 3. Is the Main Breaker in the 277V/480V panel (in the electric closet shown in your photos) the Service Disconnect for the building? a. If the 277V/480V Main breaker is the Service Disconnect, do we need to provide a new Service disconnect and reconfigure the 277V/480V panel grounding/bonding to make this panel a subpanel? This would be necessary to allow us to attach the load side of the transfer switch to this 277V/480V main breaker and also have the Service Disconnect on the Line side of the Normal Feed of the Transfer Switch b. If the 277V/480V Main breaker is not the Service Disconnect, please identify the location of the Service Switch, trip amperage of the Service Switch, and a photo of the Service Switch. The main breaker will be the main service disconnect. 4. Section 1.4 Systems Description of the Specification requests a Generator Voltage of 480V/240V; however, your photos show the existing voltage labelled as 277V/480V. Should the generator voltage be 277V/480V? The voltage should be 480v/277v 5. Does the contractor need to hire a PE to provide an engineered design and sealed Drawings? No PE or engineered design with seal drawings is required. 6. On the Solicitation it identifies the duration of the project to be 120 calendar days. We believe it is unlikely to be able to properly plan out this project, get the generator delivered, do the installation, and close out the project in 120 calendar days. Please reevaluate the duration and add more time to the contract period. We would suggest 210 calendar days. This is being reevaluated considering the current environment for obtain equipment and parts etc. 7. Can we use PVC for the underground conduit from generator to transfer switch and rigid above ground aluminum feeders from generator to transfer switch? The entire system should be rigid conduit. 8. Are there any pictures that can show where the tie in points are for the new generator? There are currently no pictures where the tie in points are as the tie in locations are still to be determined. 9. Will there be a requirement to have engineer sealed drawings created, and approved by you to obtain permits? No it is not a requirement but is optional by the contractor. 1.Is there any local permitting and/or inspections required? No local permitting or inspections are required. The entire system after install will be certified by the contractor in line with the SOW. will be conducted by the contractor a. If so, who is responsible for the fees; owner or contractor? 2. Is the intent of this project to be a design/build? a. If so, are engineered drawings required? The original intent was to not be a design build however it seems likely it will be a design build. Install specifications and any drawings/blue prints as well as system certification is required after install. 3. Can you please provide as-builts or historical drawings for the building? a. Can you provide a single line diagram of existing service feeders, and electrical equipment? b. Can you provide a site utility drawing show existing utility? Currently none of these drawings are available aside from the existing rought outline published on SAM.gov, but attempts are being made to obtain them. 4. Is it desired to have the generator pad, and equipment yard fencing replaced as part of this project? The original intent was to not replace the generator pad. A crack was discovered and it has been recommended by several companies to replace it. Fencing can be reused. 5. What is the expected lead time for the Generator and ATS? The project time line was 120 days. However, with the ever-changing environment with obtaining Generators, ATS and other equipment this is being evaluated. 1. Please provide a design with dimensions of the new concrete generator pad to be installed. Currently there are no exact dimensions for the pad. That will be determined during install. 2. Please confirm the work area is outside the secured prison area and is located in the training center. It is outside of the secure perimeter and will require a lesser background check. 3. Short-Term Contractor Personnel: confirm field workers will be classified as short term. Will there fees involved with the background checks? There are no fees for the background check. However whatever time it takes to fill out the forms, get finger printed, and training is not reimbursable. It would be part of the contract cost. Usually finger printing/ training takes place same day and is a few hours to complete. 4. Please provide details (make, model #, weight) of the existing generator to be disposed of. The existing generator has been disposed of already by facilities. I believe the picture is old. The current condition is a cracked concrete pad. 5. Please provide the location of the proposed gas service and the path required to service the new generator. The Gas is provided By SJ Gas. In the transfer switch layout the existing natural gas meters are in the general location of where the existing generator pad is and old generator was. 6. Please provide information on access to the site for equipment and operations. The staging and access is usually determined fully after the contract is executed based on security and other variables. Since this is outside of the facility and close to the main road staging and equipment will usually be kept in a secure container in the training center or outside in a secure container. So in short staging will mainly be in the parking lot and or inside the training center. 7. Will bids be received by email or will they have to be dropped off? Email is preferred however you may drop it off if you desire. Just advise me if you are going to send it via mail so I can track it and to make sure I receive it. 8. What proposal percentage should the bid bond be made out for? Please provide the bid bond form. It is 20 percent..
