Title: 23 STS Austere Off-Road Mobility Course Solicitation #: H92429-22-Q-0003 Procurement Type: Presolicitation Classification Code: U013 NAICS: 611692 SB Set Aside: Total SB Set Aside Response Date: 04 January 2022 at 1500 CST Description: The contractor shall provide all labor, communications, transportation, supervision and other supplies and services necessary to support in all aspects of austere mobility and sustainment to execute missions in terrain currently or possibly seen by SOF units. Specification/Qualification Requirements: 1. INSTRUCTOR REQUIREMENTS (MINIMUM OF SEVEN INSTRUCTORS AND ONE MECHANIC RESUMES FOR AUSTERE OFF-ROAD MOBILITY COURSE SHALL BE PROVIDED IN THE CAPABILITY STATEMENT). SIX TEAMS OF TWO WITH ONE INSTRUCTOR PER TEAM AND ONE TEAM OF THREE WITH ONE INSTRUCTOR. 1.1 Driving Instructor/Subject Matter Expert (SME): The Driving Instructors shall each possess a minimum of 15 years of experience in off road driving and competitions. The instructors must also have previously driven a minimum of 4 times in an austere locations (South America, Africa, Mexico, Afghanistan, or other predominantly mountainous locations) which include rocky, desert, and mountainous terrain. The instructors must be proficient in all aspects of tactical communications (ability to have military communications between vehicles), GPS navigation, and 4X4 vehicle operations and maintenance. The Lead Instructor shall have extensive knowledge in the preparation of international, austere off road driving courses, preparation and the conduct of endurance off road courses, convoy operations, After Action Reports, and student critiques and the ability to supervise and manage a team of Contractor personnel. 1.2 Mechanic: The Mechanic shall possess a minimum of 15 years� experience in all aspects of four wheel drive systems design and operations, field expedient repairs, and vehicle recovery. In addition, the Mechanic shall possess the ability to plan, conduct, and supervise practical exercises of vehicle breakage and maintenance and possess effective coaching, mentoring, and critiquing. Finally, the mechanics shall be an Automotive Service Excellence Certified Master Technician. Prior Master Mechanic experience is preferred. 1.3 The instructors must be able to provide necessary documents as credentials ie career brief, job history, orders, or retirement summary. 1.4 All Instructors proposed for this effort shall be considered Subject Matter Experts (SME). SME's are certain experienced professional and/or technical personnel that are essential for successful accomplishment of the work to be performed in support of this requirement. If any of the proposed personnel become unavailable for performance prior to or during performance of this requirement, the contractor shall promptly notify the contracting officer within 24 hours. The resume(s) of the replacement personnel shall be submitted to the Contracting Officer for review and approval within 48 hours of notification that contracted personnel are unavailable. Notification of approval or disapproval will sent to the contractor within 48 hours after receipt of the resume(s). The Government will list the Key Personnel in the resulting contract through a contract modification. 1.5 The instructors shall explain proper procedures verbally, demonstrate physically, and provide hands-on opportunities and feedback/progress reports for each student. The course shall not be in the lecture format. A �learn by doing� approach shall be used in conjunction with an advanced learning philosophy, repetition, varying degrees of stressors and all practical learning environments. 2 Facilities Requirements (FACILITY INFORMATION AND TEAMING ARRANGEMENT (IF APPLICABLE) SHALL BE PROVDED IN CAPABILITY STATEMENT) 2.1 The awarded contractor�s training complex shall be located within the Continental United States and possess, at a minimum, the below listed specialty ranges, training areas and facilities to fulfill the training and logistical requirements of this PWS: 2.2 Mobility training course must include mountain overland movement to provide the most accurate terrain the 23st STS will encounter during deployed operations. 2.2.1 Mountainous Environment requirement: a) Multi-day Course (5-days) for practical field-training or classroom b) Predominately Mountain Terrain (as defined by changes of terrain elevation by 3000 ft within a distance of 10 miles.) c) Over 500 Miles in Length (Non-repeatable terrain) d) Washed Out Roads e) Terrain Suitable for High Speed Driving f) Sand/Dirt g) Mountainous, Rocky, Loose, and Occasional Steep Terrain h) Low Traction Terrain i) Ability for Driving at Night j) Sites for Camping Along Course 3 Contractor Materials Requirement 3.1 Any personal protective equipment (PPE) required for safe training that is not government provided (helmet, body armor, eye protection, uniform, boots). Any such equipment must be in quantities/sizes sufficient to protect all students. Equipment shall be in good condition and working order and be properly sized to each student. 3.2 NSCV-type training vehicles for use throughout training, to include 4-wheel drive, high center-of-gravity vehicles that emulate the current SOCOM Program of Record NSCV vehicles, which are Toyota Hilux and Toyota Land Cruiser. Vehicles shall be in sound mechanical condition, with all preventative maintenance completed. 3.3 All training vehicles (NSCVs) shall be equipped, at minimum, with ROPS (roll-over protection system) and fire extinguishers. Contractor shall ensure that the training platforms are properly maintained and ready for safe operation on a daily basis, prior to the beginning of each training day. 3.4 Any and all supplies, equipment and manpower necessary for training vehicle refueling, maintenance and repair. 3.5 The awarded contractor will provide: all vehicle related training tools to include: parts for maintenance, tools, winches, vehicle recovery kits, and fuel.
