Description
Naval Air Systems Command, V-22 Joint Program Office, PMA-275 intends to negotiate and award a new Delivery Order under Basic Ordering Agreement N0001920G0007 to Raytheon Company on a sole-source basis to develop and deliver the Software Qualification Status Reports required for a fleet flight clearance for CMV-22 aircraft using Functional Requirements Document 8 baseline, perform Final Qualification Testing on the Joint Vertical Lift Aircraft Application and System Software, and fix the Platform Data Service application to account for additional CMV-22 fuel load.� This action is being awarded on a sole source basis to Raytheon Company in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR Part 6.302-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements.""� Raytheon developed the PDS application that is driving the change in JASS. They have intimate knowledge of the software and the fixes required.� Additionally, Raytheon has the capability to perform the FQT and write the SQSRs.� The PDS application is proprietary to Raytheon.� As a result, Raytheon is the only source that possesses the requisite knowledge, experience, and technical data to perform the required efforts within the timeline required by the Government.� The Government�s need date for this effort is May 2022.� The period of performance for this procurement will be approximately two (2) months.� The proposed contract is for supplies and/or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement.� This notice of intent is not a request for competitive proposals.� However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government.� A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
