Description
This is a Sources Sought notice for market research purposes. The U.S. Army Corps of Engineers, Seattle District (NWS), Special Projects Branch Joint Base Lewis-McChord, WA 98433 in developing the Acquisition Strategy for an upcoming Request For Proposal (RFP) for a Single Award Task Order Contract (SATOC) Architect-Engineer (A-E) Indefinite-Delivery, Indefinite-Quantity (IDIQ) Contract for Mechanical, Electrical, and Fire Suppression Design Services. This is not a pre-solicitation announcement, nor a Request for Proposal (RFP). No proposals are being requested or accepted with this Sources Sought and no contract shall be awarded from this Sources Sought. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow up information requests. After review of the responses to this notice, and if the Government still plans to proceed with the acquisition, a separate synopsis will be published in the US Government System for Award Management (SAM) Contract Opportunities at https://www.sam.gov. The purpose of this Sources Sought is to gain knowledge of interest, capabilities and qualifications of interested U.S. Architecture-Engineering (A-E) firms who have the demonstrated capabilities in meeting the project description listed below. Responses to this Sources Sought may be used by the Government to make appropriate acquisition planning decisions. The proposed work is to be performed under the following North American Industry Classification (NAICS) code: 541330 for Engineering Services. Both large and small business A-E firms are encouraged to respond to this Sources Sought notice. However, if sufficient numbers of small business A-E firms demonstrate interest, capabilities, and qualifications, the Government may choose to set-aside the acquisition for small businesses. For the purposes of this procurement, a firm is a small business if its annual average gross revenue, taken the last 3 fiscal years, does not exceed $16,500,000.00. The following information is tentative and meant to provide interested firms with an idea of the general nature of the anticipated work. The Government reserves the right to update this information as project planning documentation is published and updated. The information below represents the most current information available and may be superseded upon publication of the preliminary planning information, which will be provided by the Government in the subsequent synopsis. � Overview of Anticipated Contract: The Seattle District Corps of Engineers, under PL 92-582 (the Brooks act) and FAR Part 36 procurement procedures, anticipates issuing a Request For Proposal (RFP) and subsequent award for a $30M Single Award Task Order Contract (SATOC) Architect-Engineer Indefinite-Delivery, Indefinite-Quantity (IDIQ) Contract for Mechanical, Electrical, and Fire Suppression Design Services at Joint Base Lewis-McChord, Washington, as a cooperative effort between US Army Engineer District, Seattle (NWS), the Assistant Chief of Staff for Installation Management (ACSIM), the Northwest Region Installation Management Command (IMCOM), and JBLM Directorate of Public Works (DPW). The contract will be primarily for work at Joint Base Lewis-McChord, Washington and its sub-installations, but may also include work for projects located in Washington, Oregon, Idaho and/or Montana. The anticipated contract period of performance will be for a one (1) year base period with two (2) one (1) year option periods. Total Capacity of the awarded Indefinite Delivery Contract for A-E is estimated at $30,000,000.00. This does not infer that the awardee will be awarded $30,000,000.00 in work as this is only the estimated programmatic capacity. The awardee shall complete all work and services under this contract within the period of time specified in task orders. Exercise of options is at the Government's discretion. The anticipated minimum guarantee for the contract will be two thousand-five hundred ($2,500.00). The purpose of this contract is to provide all A-E and related services necessary to perform various surveys, which include, but are not limited to: � Performance of electrical, mechanical, fire protection, design and engineering services for projects located in Washington, Oregon, Idaho and/or Montana; it is anticipated that 95% percent of the projects will be located in WA and 5% in Oregon, Idaho, and Montana. (include specific experience with projects at Joint Base Lewis- McChord, WA, if available) Work includes studies, investigations, planning, analysis, design, and construction support of: Repair, new construction, additions to, and renovation or remodel of facilities focused on mechanical, electrical, and/or fire suppression systems.� Facilities include are not limited to, administrative, operations, training, and maintenance facilities. Repair, new construction, renovation, and repair of support infrastructure such as facility-related site utilities and grounds, as well as site planning, design, surveying, landscaping; and Specialized building systems such as, but not limited to, fire protection, anti-terrorism/force protection (AT/FP), cybersecurity, detection and alarm systems, and Energy Management Control Systems (EMCS). Development of construction cost estimates using the MCACES MII cost estimating system and construction schedules using Primavera P6, or latest version compatible with USACE software. Integration and application of USACE sustainable design requirements. Design support during construction. Other project types and requirements determined by the Contracting Officer as within the capabilities of the A-E firm awarded this contract and issued as task orders for fee negotiation. � Capability to support multiple ongoing electrical, mechanical, and fire protection design and engineering projects (preferably up to five ongoing projects at any given time) � Specialized experience and technical competence of the firm in performing electrical, mechanical, and fire protection design and engineering services � Professional qualifications of the firm's staff and consultants that would likely be assigned to this potential contract � Experience with LEED design certification A specific scope of work and services required will be issued with each task order. Specialized knowledge, expertise and past experience that would significantly benefit customers of the Seattle District (NWS), Special Projects Branch Joint Base Lewis-McChord, WA is preferred. SUBMISSION REQUIREMENTS: Response to this Sources Sought shall be limited to ONLY 5 pages and shall as a minimum include the following information: � Name, addresses, point of contact, phone number, e-mail address and small business classification under NAICS Code 541330. � A brief capabilities narrative describing the interested firm's ability to meet anticipated contract requirements as described within this Sources Sought. � Statement of Capability to perform a contract of this magnitude and complexity. Provide at least 3 examples of projects performed. (Specific experience with projects at Joint Base Lewis-McChord, WA, if available). Your firm shall identify whether the work was independently completed as a prime contractor or affiliated with another contract (joint venture or as a subcontractor.) If your role was as a subcontractor, describe the design services your company provided. For each project listed, please provide a brief description of the project, customer name, date of performance, and dollar value of the project. � Interested parties SHALL NOT submit a SF330 in response to this Sources Sought Notice. Submission of your interest is not a prerequisite to any potential future offerings, but participation will assist NWS in identifying sources with required capabilities. If a solicitation is later released, it will be synopsized in SAM Contract Opportunities at https://www.sam.gov.
