Description
The purpose of this synopsis is to gain knowledge of potential sources for this project including interested Small Business sources. This notice is for planning purposes only. The 137SOCES is conducting market research by posting a sources sought to determine what contractors are capable of repairing backflow preventer devices across the base. These devices did not pass required annual inspections or were identified as no longer meeting code to be repaired or replaced. As a results of findings from a resent base cross-connection survey, the fire riser in Building 1045 at Will Rogers Air National Guard Base does not contain an approved backflow prevention device to protect potable water supplies. The existing two check valves installed in series in 1995 needs to be replaced with a new double check valve assemble.� A Qualified Fire Protection Engineer will need to design and specify the replacement backflow assembly per UFC 3-600-01, para 9-6.6: the installation of a backflow preventer will follow AWWA Manual M 14, furthermore, per UFGS 21 13 13 Wet Pipe Sprinkler Systems, Fire Protection requires it to be a Double-check valve assembly backflow preventer complying with ASSE 1013, ASSE 1015 and AWWA M14. Per AFI32-1066, section 8.3, Backflow Prevention Devices are to be inspected annually. Of the 63 devices inspected on base in September of 2021, 18 Backflow Preventer Devices did not pass. As a result, these failed backflow prevention devices will need repaired or replaced as needed to pass inspection in order to protect installation potable water. Contractors would employ services of a Qualified Fire Protection Engineer (QFPE) to design and specify a replacement backflow prevention assembly for the fire sprinkler riser in Building 1045 per UFC 3-600-01, AWWA Manual M 14, UFGS 21 13 13 Wet Pipe Sprinkler Systems, Fire Protection, ASSE 1013, and ASSE 1015 and repair additional as needed. If your company is capable of providing services necessary and would be interested please submit a capabilities statement, highlighting your business size for NAICS 238220 $16.5M with special attention to Small Business status. This is only market research, the 137th SOCES intends to issue a solicitation at a later date. � In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted.
