- Description
- This is a Sources Sought Notice only.� No solicitation is being issued at this time. 30 CONS/PKB is seeking qualified commercial sources to provide, unless otherwise specifically stated, Launch Facility Refurbishment Control Services in accordance with industry standards and as required in the draft Performance Work Statement (PWS) (Attachment 1) provided with this notice.� The contract performance location is Vandenberg Space Force Base (VSFB), California. The anticipated period of performance (PoP) includes a Phase-In from 01 March 2023 � 31 March 2023 followed by the basic period from 01 April 2023 � 31 March 2024, four one-year option periods extending through 31 March 2028, and an optional 6?month extension period through 30 September 2028.� If utilized, option periods are to be exercised at the unilateral right of the Government.� Note: The PoP stated herein is subject to change; if this occurs, when released, the official solicitation will contain the corrected PoP.� The purpose of this Sources Sought Notice is to gain knowledge of potential qualified sources and their size classifications (Hub Zone, 8[a], small, small disadvantaged, large, etc.) relative to North American Industry Classification System (NAICS) code 561210, Facility Support Services, for which the size standard is $41.5M.� The Government requests that interested parties ensure this NAICS is included in their System for Award Management (SAM) Representations and Certifications. Interested firms are requested to submit their response in writing utilizing the Attachment 2- Sources Sought Questionnaire.� The questionnaire response should include a description of similar services provided to other customers / agencies.� The questionnaire response should also include the interested firm�s business size (small or large) and business status (Hub Zone, 8[a], small, small disadvantaged, woman-owned, service disabled veteran owned, etc.). �The attached questionnaire also requests information regarding anticipated teaming arrangements.� Any responses involving teaming arrangements should delineate between the work that will be accomplished by the prime contractor and the work to be accomplished by the teaming partners.� The Government will use this information in determining its small business set-aside decision.� This acquisition will be set aside for small business if enough small business firms can demonstrate qualifications to perform the required services and such firms express an interest in proposing; otherwise, this acquisition may be solicited under full and open competition. This Sources Sought Notice is also issued for the purpose of market research in accordance with FAR Part 10.� The draft PWS is posted with this notice and interested parties are encouraged to submit industry comments and/or suggested changes to the PWS.� Respondents are also encouraged to submit information regarding commercial practices that the Government should consider implementing for this acquisition.� Please use the attached questionnaire to submit your response.� Additional information regarding this requirement will be posted for viewing on sam.gov as it becomes available.� Interested parties are cautioned that the draft PWS posted with this notice is subject to change; the formal version of the PWS will be released with the solicitation at a future date.� All potential offerors are reminded that in accordance with Federal Acquisition Regulation (FAR) 52.204-7, System for Award Management, lack of registration in SAM will make an offeror ineligible for contract award.� NOTE:� It is the responsibility of all potential offerors to monitor sam.gov web site for the release of a synopsis and solicitation.� Submissions to this notice may be emailed to Claudia Boga/ Contracting Officer, claudia.boga@spaceforce.mil and the following Contract Specialists: Alyson Kolding, alyson.kolding@spaceforce.mil, Maj Joseph Park, joseph.park.10@spaceforce.mil and Jessica Ecker, jessica.ecker.1@spaceforce.mil.� The Government will make every attempt to acknowledge receipt of submitted emails.� However, please note that due to increased firewall protections some emails may be blocked; therefore, if you do not receive acknowledgment of receipt via email, follow-up via telephone is strongly recommended to ensure receipt of your submission by the Government.� Interested parties are requested to provide the completed questionnaire NLT 14 January 2022, 12:00�PM PST.� Please limit your submission to no more than fifteen (15) pages total.�
