Green Hills Multi and Integrity Software CAUTION: The Government is conducting market research to identify potential sources that can provide Green Hills Integrity and Multi Software licenses, software support, and engineering/training services for the 402d Software Engineering Group (SWEG) Robins Air Force Base, Georgia.� The level of security clearance and amount of foreign participation in this requirement has not been determined.� The Government has determined that this requirement is a commercial item. Commercial item descriptions, commercial vendor catalog or price lists or commercial manuals apply. The Contractor shall provide all part numbers listed in the attached Product Description.� This requirement is sole source to Green Hills Software (CAGE 04LG3) that has indicated they have no authorized resellers. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards.� The government will not reimburse participants for any expenses associated with their participation in this survey. INSTRUCTIONS: The purchase description document below contain a description of the Green Hills Software requirement and a Contractor Capability Survey. The Survey allows Contractors to provide their company�s capability. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company�s capability in meeting these requirements.� Failure to provide documentation may result in the government being unable to adequately assess your capabilities.� If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) Identify any areas of work that your organization believes should be broken out exclusively for Small Business. This requirement is a commercial, sole source supply.� The contractor shall provide the 402d Software Engineering Group (SWEG) Robins Air Force Base, Georgia, Green Hills Multi and Integrity licenses, software support, and engineering/training services.� The Multifunctional Information Distribution System Joint Tactical Radio Set (MIDS JTRS) Program Office (PMA/PMW-101) funded the 402d SWEG to assume control of the software development and sustainment of the JTRS Link 16 Waveform. These requirements include support for building Integrity 11.0.4 for the ARM Cyclone and PowerPC 440GX architectures, and Integrity 11.7.8 for the ARM Ultrascale+ architecture. In order to replicate this software baseline and provide software updates to the MIDS Program Office, the purchase of the Multi and Integrity software package from Green Hills must be completed for The Air Force has mandated visitors, to include all non-DOD card holders, to consent to a check of their criminal history prior to being allowed access to installations. The check is similar to a driver�s license check and be conducted at the Visitor Control Center (VCC) off of Watson Boulevard. � The Contractor shall ensure Contractor personnel who require access to Robins AFB or other Government facilities comply with the security procedures of the facility. � Place of Performance:� Services, engineering/training shall be Virtual. � Schedule:� The services will be performed between the hours of 0800 to 1600 M-F, excluding federal Government holidays. � Recognized Holidays.� Otherwise required by the Government, the Contractor shall not have access to Government facilities to work or telework on all federal holidays. If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday. � SECURITY REQUIREMENTS. � Government Security Regulations.� The Contractor shall ensure personnel, information, system, facility, and international security requirements are met in accordance with DoD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM), Air Force Instruction (AFI) 31-101, Integrated Defense, and Robins Air Force Base Instruction (RAFBI) 31-101, Installation Security. � The Government POC shall brief the Contractor on all security requirements prior to the Contractor beginning any work. � Security Clearance.� Actual knowledge and/or generation of classified information and/or Controlled Unclassified Information (CUI) are not expected to be necessary for performance of the contract/order. Contractor personnel are required to comply with security requirements to preclude potential security incidents or violations. If a change in the security classification of the contract/order becomes necessary after contract/order award, the Contractor shall make a reasonable effort to continue performance of tasks under the contract/order in compliance with the change in security classification in accordance with FAR 52.204-2, Security Requirements. � Access to Government Facilities.� The Contractor shall ensure that all Contractor personnel who require access to Robins AFB or other Government facilities comply with the security procedures of that facility. � Government Automated Information Systems.� Contractor personnel will not require access to Government automated Information Systems under this contract.� Access to the Robins AFB network will not be required or granted. � Operations Security (OPSEC).� The Contractor shall ensure compliance with OPSEC requirements including procedures to protect classified and/or sensitive, but unclassified, Government projects and/or programs.� The Contractor shall ensure Contractor personnel who perform work at Robins AFB or another Government facility comply with the OPSEC procedures of the facility. � Security Incident or Violation.� The Contractor shall immediately notify the Government POC of any potential or actual security incidents or violation. � Contractor Identification.� Contractor personnel share wear Contractor-provided uniforms that are clearly distinguishable from all US military uniforms and shall wear visible identification designating them as Contractors at all times while on Robins AFB. � �Safety Requirements.� The Contractor shall be responsible for the safety and health of all Contractor employees, to include providing all necessary Personal Protective Equipment (PPE) (i.e. hearing protection, gloves, steel-toed shoes, safety glasses, etc.) for their personnel.� The Government is not responsible for ensuring Contractor compliance with safety requirements that do not present the potential damage to Government resources; to include medical examinations, hearing testing, and substance abuse testing for Contractor employees. � Contractor�s Safety Requirement:� The Air Force is part of the OSHA Voluntary Protection Program (VPP). All shall familiarize themselves with the requirements of VPP. Information on the VPP can be accessed at http://www.osha.gov/dcsp/vpp/index.html. Additionally, the Contractor is responsible for the safety and health of all subcontractor employees. � Agency Affirmative Procurement Programs (formerly GPP). In accordance with FAR 23.404(b)(1), 100% of purchases of Environmental Protection Agency (EPA)-designated products included in the Comprehensive Procurement Guidelines (CPG) list [https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program] and/or United States Department of Agriculture (USDA)-designated products included in the bio-based product listings [http://www.biopreferred.gov] shall meet the EPA or USDA standards for recovered materials or bio based content, respectively, unless an item cannot be acquired competitively within a realistic timeframe, meet appropriate performance standards, and/or be acquired at a reasonable price. � In accordance with FAR 23.404(a)(iii), the Contractor shall provide estimates and verification of recovered material for EPA-designated CPG products and certification for both EPA-designated CPG products and USDA-designated bio based products. In accordance with the Robins AFB Green Procurement Program (GPP) Plan, the Contractor shall provide estimates and certifications to the Government for completion of the applicable attachment(s) to be included in the Purchase Request (PR) package.� � Environmental Management System (EMS).� Environmental Management Systems (EMS) Awareness Training: All contractor personnel working on Robins AFB who perform activities on the installation are required to complete Air Force-provided initial EMS Awareness Training. It is the responsibility of the Prime Contractor to ensure that all sub-contractors, vendors, and employees complete this training prior to beginning work on Robins AFB. Notification of training completion shall be sent to the Robins AFB Contracting Officer (CO) to be maintained in the contract file for tracking purposes.� Failure to provide documentation of EMS Training may result in termination of the contract. Contractors have two options to satisfy the mandatory EMS Awareness Training requirement. Contractors that do not have a Common Access Card must exercise Option 2. � Option 1 (Preferred Option):� The Air Force version of EMS Awareness Training is available through the myLearning website: https://lms-jets.cce.af.mil/. EMS Awareness Training is located under the Air Force Civil Engineer Center (AFCEC) /Air Force Environmental Courses tab. This option is only available to contractors who have a CAC and requires self-enrollment. � Option 2:� Contractor requests a copy of the Robins EMS Awareness Training Power Point Presentation from Environmental Management.
