Description
Update: Offer due date extended to 7 Jan 2022. Amended RFQ document to be added to this notice on or around 27 Dec. 2021. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. The Departments Bureau of Diplomatic Security, Physical Security Research and Development Section (DS/PSD/RD) has evidence that the adhesive bonds of glass to PVB (polyvinyl butyral), glass to PC (polycarbonate), and PC to PC degrade over time. Degradation in the case of glass to PVB adhesion can be caused by moisture migration in the PVB from the edges. A widely viewed source of the degradation in the adhesive bond glass and PC results from differences in the thermal expansion and contraction during thermal cycles. Additionally, the inherent stresses in the materials resulting from the lamination process may contribute to delamination. DS/PSD/RD needs to determine what effect this loss of adhesion has on the layups blast-resistant properties, and the magnitude of this effect depending on the percentage of adhesion degradation. This solicitation is being issued full and open, no restrictions. The associated NAICS code is 541330. The Government will award one (1) Firm-Fixed Price (FFP) contract. The period of performance is 12 months. Questions relating to the solicitation details are due no later than (NLT) 06 Dec 2021 at 11:00 a.m. EST. Offers are due NLT 30 Dec 2021 at 1:00 p.m. EST. Questions and offers are to be sent electronically to Sara Marron at MarronSM2@state.gov and Katherine Vultaggio at VultaggioKL@state.gov. See the attached SOW for a description of the requirement.
