- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12505B22Q0019 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-01. The associated NAICS code is 112990, All Other Animal Production, with a small business size standard of $1.0 Million and the PSC is 8820. The Department of Agriculture (ARS) has the need for the following product(s) 001) Forty-Eight (48) Ferrets (12-15 Weeks Old, Influenza Virus and Antibody Negative, and High Health Status) Scope of Work: The USDA-ARS National Animal Disease Center (NADC) in Ames, IA is requesting quotes for ferrets. Background: The objective is to test the susceptibility of ferrets to infection with animal and human influenza A viruses (IAV) and to develop intervention strategies against swine IAV infecting humans or human viruses infecting swine. Swine may be infected with human, avian and swine lineage IAV, resulting in potential disease as well as reassortment and generation of novel viruses. This may result in viruses that are a risk for human zoonotic infections or potential pandemics. Evaluation of the host response and intervention strategies such as vaccines will be tested, species-specific tropisms will be examined, and inter-species transmission of IAV between swine and ferrets (as a model of humans) will be characterized. Ferrets are widely considered the gold standard model for influenza infection and immunity in humans. IAV is an important viral pathogen shared among many species, including pigs and people. Understanding transmission of IAV viruses between pigs and humans is necessary to assess the potential risk to animal and public health. To gain this understanding it is vital to conduct animal studies requiring the direct inoculation of ferrets with IAV from multiple host-lineages and perform transmission studies between ferrets and swine, or the reverse, direct inoculation of pigs to study transmission from swine to ferrets. Studies to understand the virulence mechanisms, host restriction factors as well as intervention strategies must be tested in the ferret host as a model for human influenza. Technical Requirements: This project requires the purchase of 48 ferrets from a high health farm. For this project we require ferrets to have these properties: Approximately 12-15 weeks of age Ferrets must be influenza virus and antibody negative Ferrets must be of high health status Ferrets must be mixed sex � roughly 50% of each sex Male Ferrets must be castrated and de-scented Female Ferrets must be de-scented Ferrets must be sound of foot and body Ferrets must be available for delivery on two (2) separate shipments with five (5) weeks between the first and second shipments.� 1st shipment of 22 animals (delivered within three (3) weeks of award, by or before approximately 01/24/2022). 2nd shipment of 26 animals (delivered five (5) weeks after the first delivery, by or before approximately 02/28/2022). Ferrets must be transported directly to NADC with no other ferrets in filtered shipping boxes Evaluation Factors: Lowest price, technically acceptable. The government intends to award a firm-fixed price award based on the lowest price technically acceptable product. The lowest priced product will be evaluated first; if not found acceptable, the next lowest priced product will be evaluated, and so on until an acceptable product is identified. The government will not review higher priced products if the lowest priced product is determined to be technically acceptable. For a vendor�s products to be considered technically acceptable, they must meet all of the technical requirements identified in the solicitation. Key Deliverable:� � Forty-Eight (48) Ferrets (12-15 Weeks Old, Influenza Virus and Antibody Negative, and High Health Status) Twenty-Four (24) Filtered Shipping Crates Delivery: Delivery to be made to the USDA-ARS NADC located at 1920 Dayton Avenue, Ames, IA 50010. The vendor shall provide all items F.O.B: destination Location of the Government site is aboard USDA-ARS Ames, IA and will be identified in the contract. The Government anticipates award of a Firm Fixed Price contract. Submitting a Quote: To be eligible for an award, all contractors must be registered in the System for Award Management (SAM) with a current and active registration. A contractor can contact SAM by calling 1-866-606-8220 or e-mail at www.sam.gov. NO EXCEPTIONS. A DUNS (Dun and Bradstreet) number is required in order to register.�Vendor must also include their DUNS# on their quote. Also, to be eligible, all vendors must be NDAA 889 Certified. If they do not currently have a NDAA 889 Certification, then they must complete the attached NDAA 889 Certification form and submit it to aaron.dimeo@usda.gov so that they can be added to the list of NDAA 889 Certified vendors. The submission and payment of invoices on the resulting contract will be made through the Invoice Processing Platform (IPP). As such, vendors must be currently registered or register in IPP in order to be able to submit and receive payment on invoices for the resulting contract. � Offerors responding to this announcement shall submit their quote on�SF 1449�(see attached). The quote should include all fees, delivery charges, and/or surcharges. This will be a tax-exempt purchase. Only electronic submissions will be accepted.
