- THIS IS NOT A REQUEST FOR QUOTE (RFQ) AND NO SOLICITATION IS AVAILABLE.� The U.S. Department of Energy (DOE) Office of Scientific and Technical Information (OSTI) plans to contract by means other than full and open competition.� This requirement is being procured in accordance with FAR 13.106(b) and with Federal Acquisition Regulation (FAR) Part 6.302, as promulgated by 41 U.S.C. 3304.� DOE intends to award this requirement as a sole source to American Chemical Society (ACS) with�a one-year base year and�four�one-year option periods.� ACS is the sole provider for access to the required online journals.�� The incumbent contractor shall provide the Department of Energy (DOE), Office of Science (SC) an online journal subscription for ACS journals and the ACS Legacy Archives.� Subscription is by calendar year.� Access is restricted to the Office of Science.� DOE is provided with a direct link to the website which is listed on the OSTI.gov website under the pulldown tab labeled research tools via the SCeJournals link button.� This for the Office of Science and is not publically accessible.� The period of subscription will be 1/1/2022-12/31/2022.� The North American Industry Classification System (NAICS) code for this requirement is 519130 - Internet Publishing and Broadcasting and Web Search Portals, with the size standard of 1,000 employees. This notice of intent is not a request for proposals or quotes. Any vendor who believes it is capable of meeting the DOE-OSTI�s requirement as stated herein may submit a response, which will be considered only if received by November 23, 2021 by 5:00 p.m. EST.� Responses to this posting must be in writing and submitted to paynet@osti.gov.� A determination not to compete the proposed order based upon the responses to this notice is solely within the discretion of the government.� Please note that any prospective offeror must be registered in the System for Award Management (SAM) at www.sam.gov prior to award in accordance with FAR part 4.11.
