Description
NOTICE OF INTENT: The National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH) intends to issue a solicitation for the following: Notice: 75N93022R00005 Title: Maintenance, Alteration, and Repair Services (MARS) Contracting Office Address: Department of Health and Human Services, National Institutes of Health (NIH), National Institute of Allergy and Infectious Diseases (NIAID), Office of Acquisitions, 5601 Fishers Ln, Rockville, MD 20850 Note: This synopsis follows a Sources Sought Notice that was released on 10/08/2021 under SS-NIAID-MARS. THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION WILL BE ISSUED ON A LATER DATE. The North American Industry Classification System (NAICS) code for this procurement is 561210, Facilities Support Services, with a small business size standard of $41.5M. SET-ASIDE: This requirement is 100% set-aside for the Small Business Administration 8(a) Business Development Program. Only qualified 8(a) small businesses under the size classification relative to the North American Industry Classification System (NAICS) code 561210 need apply. The small business size standard for this NAICS Code is $41.5M. An organization that is not a certified 8(a) small business under the applicable NAICS code will not be considered. Qualified 8(a) participants are encouraged to request a copy of the solicitation as expeditiously as possible since the solicitation will be issued without further notice upon SBA acceptance of the requirement for the section 8(a) program. STATEMENT OF NEED: NIAID�s Office of Workplace Solutions (OWS) intends to solicit for Maintenance and Repair Services (�MARS�) and Office of Workplace Solutions Support (�OWS Support�) to manage NIAID�S federally owned, federally leased, and federally contracted facilities primarily in and around NIH�s campus in Bethesda, Maryland and office at 5601 Fishers Lane in Rockville, Maryland. �Work might also occur at Ft. Detrick in Frederick, Maryland and the laboratory in Hamilton, Montana.� The purpose of the follow-on contract will be to continue services to manage NIAID facilities in Bethesda Maryland and Rockville Maryland and a laboratory in Hamilton Montana. These facilities include both administrative and scientific, with laboratories up to Bio Safety Level 2 in Maryland and 3 and 4 in Montana as well as other support efforts as outlined in the Statement of Work. �See attached draft Statement of Work for details on the task areas and services required. Prospective offerors must be able to adequately demonstrate the appropriateness, adequacy, soundness and feasibility of proposed plans and procedures and capabilities for carrying out the functions specified in the Statement of Work. ADDITIONAL INFORMATION: It is anticipated that one award will be made with a potential total period of performance of five (5) years to be awarded on or about May 12, 2022. In addition, it is anticipated that the award will be an Indefinite Delivery/Indefinite Quantity type contract. Request for Proposal Number 75N93022R00005 will be available on or about January 7, 2022. It will only be available electronically and may be accessed through �Contract Opportunities� at https://sam.gov/ website. All responsible sources may submit a response, which shall be considered by the agency. Collect calls will not be accepted. Facsimile transmissions will not be accepted. This notice does not commit the Government to award a contract. Any response to this notice that is received after the closing date and time is late and will not be considered.
