Requiring Activity: US Army Corps of Engineers Institute for Water Resources Hydrologic Engineering Center (CE-IWR-HEC) Place of Performance: Davis, CA Title: Water Management Enterprise System (WMES) and Corps Water Management System (CWMS) Software Development, Security Compliance Requirements, and Software Support for the US Army Corps of Engineers Institute for Water Resources Hydrologic Engineering Center (CEIWR-HEC) Description(s): The Humphreys Engineer Center Support Activity (HECSA) intends to solicit for and negotiate a Single Award Task Order Contract (SATOC) for the required services as specified in the Performance Work Statement (PWS). FAR Part 15 procedures will be used. It is anticipated that task orders will be predominantly Firm Fixed Price. Private industry may identify their interest and capability to respond to any future requirements of this nature. This RFI is for market research and planning purposes only and is not to be construed as a commitment by the Government. This is NOT a Request for Proposal, Invitation for Bid, or an announcement of a solicitation. Response to this RFI is strictly voluntary and will not affect any potential offeror's ability to submit an offer if a solicitation is released. There is no bid package or solicitation document associated with this announcement. The purpose of this document is to identify potential sources, conduct market research, and develop a complete requirement. Any requests for a solicitation package will be disregarded. The Government does not intend to award a contract on the basis of this RFI or pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of preparing submissions in response to this RFI and the Government's use of such information. Submission Requirements: The Government is seeking to identify qualified sources either singularly, or as part of an assembled team under North American Industry Classification System (NAICS) 541511 � Custom Computer Programming Services. Companies are encouraged to respond to this request if they are interested in receiving a future Requests for Proposal (RFP) for the requirement described in the attached PWS. Background: This requirement is to provide support services for two of the United States Army Corps of Engineers (USACE) Automated Information Systems (AIS). This is an enterprise investment that supports the USACE Water Management Community of Practice (CoP) and is described below. Water Management Enterprise System (WMES) � is an integrated system of all the software (CWMS, Database, COTS and Open-Source Applications), hardware (Servers, Appliances and DCPs), communication resources and system�s architecture used by the USACE Water Management CoP to perform the USACE real-time Water Management Mission. WMES is designed with enterprise standards, whose base infrastructure is then built and managed by the USACE service provider, CIO/G6. WMES is used to carry out the Corps� Water Management Mission which assures project safety and carries out the regulation of congressionally authorized purposes as outlined in legislation referenced in project documents (ER 1110-2-240 and ER 1110-2-249). Corps Water Management System (CWMS) - CWMS is a comprehensive software package which provides critical information for making decisions that are fundamental in achieving the full range of benefits of the authorized purposes of our projects. CWMS integrates real-time data acquisition, database storage, flow forecasting of watershed runoff, reservoir operation decision support, river profile computation, inundated area determination, consequence analysis, and information dissemination. CWMS incorporates state-of-the-art modeling techniques such as spatially distributed rainfall-runoff flow forecasting, rule-based reservoir systems operation, steady- and unsteady-flow water surface profile analysis, 2-D flow analysis, event-by-event flow impact for damage, population, life-loss, and structures. In addition to determining reservoir operations, the current and forecasted river stage/profiles and inundated flood area information is utilized for flood fight decisions, flood evacuation warnings, and transportation interruption alerts. Additionally, Geographic Information System (GIS) capability provides inundated areas impacted along with specific parcel and structure information if available. CWMS can also be used to estimate potential life-loss due to given flooding scenarios. CWMS is comprised of application client and server software which may run on dedicated or virtual hardware. Application software includes Hydrologic Engineering Center (HEC) developed modeling software, Commercial off-the-shelf (COTS) models and software, Operating Systems (OS), and Database (DB) software. Contractors will provide software engineering services to support on-going software development projects, security compliance and software support for these systems for the HEC. Instructions: After review of the attached Performance Work Statement, interested parties should submit a response in Microsoft Word or Adobe PDF Format. All information will be UNCLASSIFIED material only. Any company proprietary information must be marked appropriately. Information should not exceed 20 one-sided 8 � x 11 pages, with one-inch margins, and font no smaller than 11 point. Respondents should include as part of their submission: 1. A summary of the company's qualification to provide the required services as detailed in the attached Draft PWS during the past five years, including any on-going contracts. Include Contracting Activities/Agencies, Contract Numbers, Contract Value, Contract Period of Performance and a Point of Contact at the Contracting Activity who can verify the information you provided. 2. A completed Questionnaire provided as an Attachment in this notice. Interested parties must submit a response to this Sources Sought Notice by email only to David.A.Kaplan@usace.army.mil no later than 3:00PM EST 20 January 2022. No phone calls will be accepted regarding this Sources Sought Notice.
