- THIS REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. In accordance with Federal Acquisition Regulation (FAR) 52.215-3, Request for Information or Solicitation for planning purposes, this sources sought is for information and planning purposes only at this time and shall not be construed as a solicitation or as� an obligation on the part of the Department of Veterans Affairs (VA), Veterans Health Administration (VHA). Although ""proposal"" and/or�and/or ""Offeror"" may be used in notice, any response will be treated as information only. THIS IS A SOUCES SOUGHT NOTICE ONLY: This is not a request for proposal. This market research is being conducted to determine the availbility and adequacy of potential, verified in the Vendor Information Pages (VIP)� database, Service Disabled Veteran Owned Small Businesses (SDVOSB) interests prior to determining the method fo procurement for the VISN-8 IDIQ for VISN8 Network Contracting Office (NC8) servicing Florida/South Georgia and San Juan regions. North Florida/South Georgia Veterans Health System Orlando VA Medical Center James A. Haley Veterans' Hospital C.W. Bill Young VA C. Medical Center Miami VA Healthcare System West Palm Beach VAMC VA Caribbean Healthcare System A Solicitation will be issued as a Request for Proposal (RFP) using the procedures outlined in Federal Acquisition Regulation (FAR) Part 15. Repair and Alteration of real property facilities, e.g., maintenance, repair and minor construction services to include but not limited to the following work items: � Mechanical � Plumbing � Structural � Electrical � Heating, ventilation and air conditioning (HVAC) � Instrumentation repair incidental to construction � Asbestos and lead based paint abatement, and other environmental remediation incidental to the construction � Anti-terrorism and force protection systems upgrades, repairs, and installation � Repair of roadways, parking areas, and pedestrian walkways � Lighting installation or repair � Interior or exterior painting of buildings or structures � Storm water system improvement and repair � Other site work including site grading and drainage, landscape plantings, exterior irrigation systems, and retaining walls incidental to the construction The JOC� a comprehensive collection of detailed repair, maintenance and minor construction task descriptions and/or specifications, units of measure and pre-established unit prices for each discrete task. Each project or job ordered under the JOC is normally comprised of a number of pre-described and pre-priced tasks. Individual task order price will be determined by the Unit Price Book (UPB) line items and necessary quantities. The line items and quantities will determine the project bare cost. Based on the type of work being performed, four bare cost adjustment coefficients will be used to determine the total price. This announcement is a total Small Business Set-Aside. The North American Industrial Classification System (NAICS) Code applicable to this project is 236220, Commercial and Institutional Building Construction, which has a size standard of $39.5 average annual receipts. The RFP is anticipated to be issued on or about February 2022, and proposals will be due on or about April 2022. A firm-fixed price contract is anticipated to be awarded using Best Value Trade-Off procedures. No public bid opening procedures are applicable for this solicitation. Anticipated contract award date on or about 15 June 2022, and will be administered by the Construction Team 3 - NCO8� at Miami VA Medical Center and will have a base period of twelve (12) months plus four (4) twelve (12) month option periods. This JOC will be for a total period of up to five (5) years for a maximum total of $2 million. The Minimum Guarantee amount is $2,500 for the base year and each option year. Eight stations ( 2M X 8 = 16M x 5 years = 80M) The wages and benefits of service employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Davis-Bacon Act.
