- The Veterans Health Administration (VHA), Office of Research and Development (R&D), Regional Procurement Office (RPO) East in Pittsburgh, PA intends to negotiate on a sole source basis with CDI Laboratories, Inc. The requirement is for the procurement of antibody profiling services for a base year plus two (2) option years. The requirement is for the contractor to provide all services required for antibody profiling 162 de-identified samples to produce raw data required for conducting statistical analyses to Iowa City VA Health Care System Center for the Prevention and Treatment of Visual Loss. This procurement shall be inclusive of shipping and handling charges (FBO Destination). Samples will be shipped from Iowa City VA Health Care System Center for the Prevention and Treatment of Visual Loss and also be routed via the Minneapolis VA Medical Center. All deliverables shall be checked for comprehensive to ensure the completeness, quality, and adequacy of all deliverables. This procurement is being conducted IAW FAR 6.302-1, Only one responsible source and no other supplies will satisfy agency requirements. This is because the Government asserts that CDI Laboratories, Inc., is the only contractor that can provide the specific services, organization expertise, laboratory support, procedural standard specificity and protocol required by the Iowa City VA Health Care System Center for the Prevention and Treatment of Visual Loss. Specifically, the performance required are as follows: Receiving de-identified serum samples shipped in a tube box and on dry ice by Iowa City VA Health Care System Center for the Prevention and Treatment of Visual Loss and may also be routed via the Minneapolis VA Medical Center. Safely handling the de-identified serum samples to prepare them for autoantibody profiling. Manpower required to safely process all samples in a timely manner. Antibody profiling on HuProt Microarray according to manufacturer s protocols. De-identified serum samples diluted in blocking buffer and incubated on HuProt protein microarray slides. Slides will be washed after incubation and secondary/detection antibody incubation will be performed to detect bound serum antibodies. Slides rinsed again and scanned to visualize protein-antibody interactions. Intensity of signals will be digitalized and used for subsequent statistical analysis. Gathering and distributing raw data to be decoded/analyzed by Government personnel. Option of raw scanner readings + images. Full stitched data tables. Provide full stitched tables in totally raw readings and 'quantile normalized format. Output several standard parameters such as t-tests, fold change, etc and ranking for top hits different between sample groups. Provide Government personnel with extensive walk throughs of the entire process. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement and supporting documentation to the Contracting Officer no later than Monday, December 27, 2021, (4:00 PM, EST). A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
