Description
Notice of Intent to Sole Source for Biological, Environmental and Cultural Resources (BECR) services, Contract No. W912D18D0007. This Notice is being published in accordance with Federal Acquisition Regulation (FAR) requiring dissemination of information on proposed contract actions. This is a notice of intent to sole-source and modify Contract No. W912DS18D0007 with additional capacity. The statutory authority for this sole-source procurement is FAR 6.301-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements."" The U.S. Army Corps of Engineers, New York District intends to sole source additional Biological, Environmental, and Cultural Resources services under Contract No. W912DS18D0007 to First Environment, Inc. To date, the U.S. Army Corps of Engineers has awarded $7,629,618.84 in task orders on this contract. The total capacity of the contract is $8,000,000.00. The work being completed under this contract consists of archaeological investigations, endangered species, and habitat surveys, and HTRW investigations to support the New York District�s many civil works and military projects. The New York District has identified additional services that are required in the form of 1) follow-on cultural and environmental investigations for surveys recently completed under this contract, 2) survey of additional areas or additional analyses of data collected under this contract, and 3) award of options on existing task orders. This notice is not a request for competitive proposals. All responsible sources may submit a capability statement, which shall be considered by the agency. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government to compete this proposed modification based upon responses to this notice is solely within the discretion of the Government. It is anticipated the modification will be made, within approximately fifteen (15) days after the date of this notice unless the Government determines that any other organization has the capacity to meet this requirement. The approved Justification and Approval (J&A), for this modification will be posted following the closure of this notice. Response Date: 4:00pm EST January 07, 2022.
