Update - 12/13/21 Pre-solicitation Conference Notice - Depot Level Maintenance (DLM) Support Services FRCSW, North Island, CA The Government intends to hold a virtual Pre-solicitation Conference for Depot Level Maintenance (DLM) Support Services FRCSW, North Island, CA on Tuesday December 21, 2021 starting at 11:00am EST.� Please register for this Pre-solicitation conference, pursuant to RSVP requirements listed below.? A Pre-Solicitation Conference will be conducted for the purpose of explaining the specifications and terms and conditions of the Draft Solicitation, and to encourage active industry participation and to promote a better understanding of the Government�s requirement.� Therefore, all prospective Offerors are urged to attend. �In no event will failure to attend the conference constitute grounds for a claim after award of the contract. Attendance on Industry Day is not a requirement and in no way affects any company from submitting a proposal in response to any forthcoming solicitations. All information presented at the industry day will be made available to prospective Offerors via the internet at?https://www.sam.gov, where questions can also be submitted electronically.? When:� A Government presentation followed by Questions and Answers (Q&As) in an open format will be held on Tuesday, December 21, 2021, from 11:00 pm to 2:00 pm EST.� There will be separate virtual meetings for 1-on-1 sessions if a potential Offeror is interested. Individual 1-on-1 sessions are limited to 30 minutes to potential 8(a) Offerors. Where:� Due to the current COVID-19 pandemic, the Pre-Solicitation Conference will be held virtually using the WebEx platform.� Only the confirmed registered participants will receive emailed Invitations including links and connection instructions.� If, for any reason, you are unable to establish a WebEx connection to the meeting from the link in the meeting invite, the invitation also includes a dial-in phone number below the join meeting link.� If you have not received Meeting Invites for each meeting for which you have been confirmed as registered by Thursday, December 16, 2021 at 3:00 pm EST, please email brandi.j.firestien.civ@us.navy.mil AND tiffany.l.crayle.civ@us.navy.mil. Registration Instructions:� Send an email to brandi.j.firestien.civ@us.navy.mil AND tiffany.l.crayle.civ@us.navy.mil.� Please use ""DLM Pre-Solicitation Conference"" in the subject line.� The email should contain the name of the company, business size, CAGE code, and the name, title/position, email, and telephone number of each of the attendees. You will receive an email to confirm your attendance. Registration requests are due by 3:00 pm EST on Thursday, December 16, 2021.� WebEx meeting invitation emails containing access information will be sent directly to each confirmed registered participant. Please note that the WebEx platform can only accommodate up to 200 participants from all sources in a single meeting.� To ensure that all registered/confirmed participants will be able to partake, each company is restricted to a total of up to four (4) participants, and only the registered/confirmed individual participants may access this meeting.� Any non-registered/confirmed personnel will be asked to leave the meeting.� Please do not forward WebEx meeting invites to other people within your companies.� A registration and confirmation is required for each individual person. THIS IS NOT A REQUEST FOR PROPOSAL This is a follow on requirement to N68936-17-C-0081. Attached is the DRAFT solicitation N68520-21-R-0007 for the United States Navy (USN) Fleet Readiness Center Southwest (FRCSW) requirement for Depot Level Maintenance (DLM) services for augmented staffing of the Government workforce. In an effort to ensure the requirements/instructions in the solicitation are clear and concise, the Government is providing the opportunity for industry to submit questions, feedback or comments related to the DRAFT solicitation. Industry feedback is requested by 12:00 Noon EST on Wednesday 22 December 2021. Submissions will be accepted as email attachments only. Please use the attached excel RFP Question Submittal Form and submit all questions via email to brandi.j.firestien.civ@us.navy.mil and tiffany.l.crayly.civ@us.navy.mil with �DLM DRAFT RFP Feedback� in the subject line. The Government is preparing to issue the formal solicitation approximately the 1st Quarter of FY22 and contract award is anticipated the 1st Quarter of FY23. Please note these are estimated dates and are subject to change. When the formal solicitation is posted, offerors shall submit proposals to DoD SAFE by the date and time specified, as directed in Section L, paragraph 2.2.1. The Government is also preparing to hold a presolicitation conference�during the�1st Quarter of FY22, but is subject to change. THIS IS NOT A REQUEST FOR PROPOSAL SUBMISSIONS. Description of the Requirement: This requirement will provide services for aircraft, aircraft engines and associated components/material undergoing Depot Level Maintenance (DLM), involving the rework of existing aviation end items, systems, and components and manufacture of items and component parts otherwise not available.� This is to include modernization, conversion, in-service repair, assembly, disassembly, and all other categories of aircraft maintenance and associated business program support for Fleet Readiness Center Southwest (FRCSW). THIS ACQUISITION IS BEING COMPETED as a 100% 8(a) set-aside, based on the sources sought notice released in August 2020 (see solicitation #: N6893620R0135 for details). Anticipated Contract Type: The resultant contract is anticipated to be a single award (SA) Indefinite Delivery/Indefinite Quantity (IDIQ) type contract with Cost-Plus-Fixed-Fee (CPFF) Level of Effort CLINs for services, and cost reimbursable CLINs for Other Direct Costs (ODCs) (Travel and Material). Individual task orders will be generated for specific DLM requirements. Anticipated Period of Performance: The anticipated period of performance is a five (5) year ordering period. Incumbent Contractor: The services are currently being performed under contract N68936-17-C-0081 by Aircraft Readiness Alliance (ARA), LLC, 1689 C St. Suite 219, Anchorage, AK 99501-5131 Additional Information: No contract will be awarded as a result of this notice. The Government will not reimburse interested parties for any presentation, marketing efforts, or data related to this notice. The formal solicitation will be posted on the System for Award Management (SAM). All amendments to the solicitation will also be posted on SAM.gov
