- Pre-Solicitation Notice (IAW FAR 5.2 - Synopses of Proposed Contract Actions) Description: Contractor shall provide services and conduct up to 6 (5 Days each study) Standard Setting Study (SSS) per year as part of the Government development of Defense Language Proficiency Tests (DLTP) 5. �These studies will utilize Government standards, (i.e. the Interagency Language Roundtable (ILR) ratings) to determine the cut scores for the tests being surveyed. The SSS is in support the Defense Language Institute Foreign Language Center (DLIFLC) Monterey, CA. There are generally accepted practices within the testing industry on how to successfully conduct these types of studies. The Government is proposing an outcome based (i.e. the delivery of standard setting studies) contract which will allow the successful contractor to meet the requirement utilizing their knowledge and expertise in accordance with best practices.� The following are possible languages for conducting SSS (subject to change): (1) Ukrainian (MC), (2) Romanian (MC), (3) Bulgarian (MC), (4) Dutch (MC), (5) Cebuano (MC-LC only), (6) Arabic-MSA (MC), (7) Arabic-Saudi (MC-LC only), (8) Arabic-Yemeni (MC-LC only), (9), Burmese (MC) (10) Chinese-Mandarin (MC-UR), (11) Korean (MC-UR), (12) Russian (MC-UR), (13) Saudi-Gulf (MC-LC only), and (14) Yoruba (MC) Miscellaneous Information:� This action will be solicited utilizing FAR Part 15. A PWS with applicable technical exhibits, as well as all terms, conditions, evaluation procedures, and instructions to offerors will be specified in an upcoming Request for Proposal (RFP) that will be posted on this website www.sam.gov no earlier than fifteen (15) days after the posting of this pre-solicitation synopsis.� All responsible Small Business sources may submit a proposal to be considered for this requirement. All interested parties must be registered in the System for Award Management www.sam.gov and have a Basic NIST SP 800-171 DoD Assessment in the Supplier Performance Risk System (SPRS) to be eligible for award. Potential offerors will be responsible for downloading their copy of the RFP and amendments, if any.
