Description
This amendment�is to change the description of orders to be placed under the sole source Basic Ordering Agreement (BOA) to BAE Systems, Information and Electronic Systems Integration (BAE Systems), Nashua, New Hampshire. Orders placed under the BOA will also support the AN/UPX-42(C) Digital Interrogator Set. The Naval Air Systems Command (NAVAIR) intends to award a sole source Basic Ordering Agreement (BOA) to BAE Systems, Information and Electronic Systems Integration (BAE Systems), Nashua, New Hampshire for supplies and services associated with FY2022-FY2027 Combat Identification (CID) Systems for the United States Navy, Foreign Military Sales (FMS) programs, Army, Coast Guard or other service or agency and is for support of the Naval Air Traffic Management Systems program office (PMA-213). Orders placed under the BOA will support the following Systems to include nomenclature changes and upgrades: AN/APX-117/117A(V), AN/APX-118/118A(V), & AN/APX-123/123A(V) Common Digital Transponder; AN/UPX-37, AN/UPX-4l(C), & AN/UPX-45(C) Digital Interrogator Set; AN/APX-lll(V) Combined Interrogator/Transponder; OE-120 Antenna Group; and requirements in support of the NAVAIR/BAE CID SIPRNet (Secret Internet Protocol Router Network). Supplies and/or services may include the following: certification testing; configuration changes; data collection, processing, and analysis; design, manufacture, assembly, installation and test of breadboards and/or prototypes; data development and software update/development; engineering/trouble report investigations; engineering change proposals; feasibility and integration studies/efforts; interchangeability assessments; laboratory simulations; logistics products; obsolescence mitigation; and test plans/testing as well as repair and/or replacement of Government Furnished Equipment provided for producing and/or testing the CID Systems listed above. �Each order will be synopsized on the BetaSAM website. This BOA is being awarded on a sole source basis to BAE in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304 (c)(1), as implemented by FAR Part 6.302-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements."" �BAE is the only company with the unique knowledge, experience, special skills, facilities, manufacturing techniques, and technical data required to support the above mentioned Combat Identification systems. Note: The proposed BOA is for supplies and/or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. �Interested persons may identify their interest and capability to respond to the requirement. �This notice of intent is not a request for competitive proposals. �However, any capability statements received will be considered by the Government. �A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. �Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
