- The purpose of this Sources Sought Notice is to gain knowledge of qualified, potential contractors and their socio-economic size classification in accordance with NAICS code 561320 (Temporary Help Services). Responses will be used by the Government to make appropriate acquisition decisions. After a review of the responses to this Sources Sought, a solicitation announcement may be posted. A response to this Sources Sought is not an adequate reply to a potential forthcoming solicitation. The Department of Veterans Affairs, (NCO 22), is seeking Service-Disabled Veteran Owned Small Business (SDVOSB s), Veteran Owned Small Business (VOSB s), Small Business (SB s), or other business concerns that can provide Intraoperative Neuromonitoring (IOM) Services for the VA Greater Los Angeles Healthcare System. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought, and no contract will be directly awarded on the basis of this Sources Sought. Any information submitted by respondents to this Sources Sought shall be voluntary. This is not a solicitation and in no way obligates the Government to award any contract. Additionally, a response to this Sources Sought is not a request to be added to a prospective bidders list, or to receive a copy of any forthcoming solicitation. If respondent is SDVOSB or VOSB, respondent is encouraged to provide proof of VIP certification. A capability statement that addresses the organization s qualifications and ability to perform as a contractor specifically for the work described below. Responses should include specific examples (e.g. type of service, approximate size of contract dollar amount) of the Contractor s experience providing the same or similar services to that described as below: STATEMENT OF NEED Introduction: VA Greater Los Angeles Healthcare System requires an Intraoperative Neuromonitoring (IOM) Specialist to perform Intraoperative Neurophysiologic Monitoring and Evoked Potential services on an as needed basis (Approximately 80 cases per year). The purpose of the IOM Specialist is to reduce the risk to the patient of iatrogenic damage to the nervous system, and/or to provide functional guidance to the surgeon and anesthesiologist. Description / Objective: The Contractor will furnish all equipment and supplies required for performance under this contract. The IOM Specialist will be responsible for set-up scientific equipment such as Intraoperative Neurophysiologic Monitoring System, position the patient in the operating room, attach electrodes, monitor complex nerve impulses and notify the surgeon regarding any danger to the patient nerve pathways during a surgical procedure. The IOM Specialist will be responsible for multiple types of recordings and measurement of the electrical activity of the central and peripheral nervous system. The IOM Specialist shall be well versed by virtue of training and experience in all aspects of Intraoperative Neurophysiologic Monitoring including: Auditory Brainstem Response (ABR). Visual Evoked Response (VER). Somatosensory Evoked Potential (SEP or SSEP). Electroencephalography (EEG). Electromyography (EMG). Nerve Conduction Studies. Knowledge of the Axon bio-med computer, Eclypse Model (or similar type of machine), that will be used to provide services. IOM must maintain up-to-date knowledge of developments in the field Intraoperative Neurophysiologic Monitoring and Evoked Potentials. Qualification Criteria: Personnel assigned by the Contractor to perform services covered this contract must possess one or more attributes from each of the following areas: Education: Master s degree in Audiology from a college accredited by the Council on Academic Accreditation in Audiology and Speech Language Pathology (CCA-ASHA). Doctorate degree in Audiology (Au.D.) from a college accredited by the Council on Academic Accreditation in Audiology and Speech Language Pathology (CCA-ASHA). Doctorate degree in Medicine (M.D.) from an accredited college approved by the Liaison Committee on Medical Education and Hospitals of the American Medical Association. Doctorate degree in Osteopathy (D.O.) from a college accredited by the American Osteopathic Association. Certification (Specialty/Subspecialty): Diplomate of the American Board of Neurophysiologic Monitoring (DABNM). Subspecialty in Clinical Neurophysiology, American Board of Psychiatry and Neurology (ABPN). Special Competency in Intraoperative Neuromonitoring, American Board of Clinical Neurophysiology (ABCN). Diplomate in Neurophysiology, EMG and evoked potentials, American Board of Electrodiagnostic Medicine (ABEM). Certificate of Clinical Competence in Audiology, American Speech-Language-Hearing Association (CCC-A ASHA). Licensure: Current, valid, unrestricted License to practice Medicine, State of California (M.D./D.O). Current, valid, unrestricted license to practice Audiology, State of California (Au.D.) Contractor must be practicing in accordance with County, City, State and Federal Laws. Contractor must have health clearances and training as determined by VAGLAHS prior to providing any services to veterans. The Intraoperative Monitoring Specialist must have monitored at least 20 cases within the preceding calendar year. Period of Performance: The Government anticipates awarding an Indefinite Delivery Indefinite Quantity (IDIQ) contract, with the rates being fixed price; with a period of performance including a base year and four option years.
