Description
SOURCES SOUGHT NOTICE THIS IS A Sources Sought Notice ONLY.� The U.S. Government desires to procure meals, lodging, transportation and oversight services to applicants processing through the Nashville Military Entrance Processing Station (MEPS) located in Nashville, TN on a small business set-aside basis, provided two or more qualified small businesses respond to this sources sought notice with information sufficient to support a set-aside.� Be advised that the U.S. Government will not be able to set aside this requirement if two or more small businesses do not respond with information to support the set-aside.� We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone (HUBZone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB) concerns), to identify their capabilities in meeting the requirement at a fair market price. This notice is issued solely for information and planning purposes � it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future.� This notice does not commit the U.S. Government to contract for any supply or service.� Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice.� The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder.� Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued.� If a solicitation is released, it will be synopsized on the Governmentwide Point of Entry.� It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement.� The anticipated North American Industry Classification System (NAICS) code(s) is: 561210 Facilities Support Services with a small business size standard of $41.5M.� The Product Service Code (PSC) is R408 Professional Program Management Support Services.� This NAICS code selection is based on the following separate service activities: 485510 � Charter Bus Transportation 721110 � Hotels 722310 � Food Service Contractors 561110 � Office Administrative Services A continuing need is anticipated for these services (which is currently being fulfilled through current contract/task order W9124D18D0023).�� � Description of Services The contractor shall provide each applicant with overnight lodging, a supper meal, a breakfast meal, transportation to the Nashville MEPS, round-trip transportation from the Nashville MEPS for offsite medical consultations and provide onsite oversight services at the lodging facility to ensure safety and accountability for each applicant.� The contractor shall be responsible for ensuring sufficient rooms are reserved daily to fulfill the requirements of this contract. The contractor shall adjust its daily room block based upon receipt of the projection list from the Nashville MEPS to account for a decrease or potential increase/surge in applicant numbers. The contractor shall be responsible for providing a �dedicated contractor liaison� that is onsite at the lodging facility the entire time applicants are present in the lodging facility and dedicated to the applicants at all times. The contractor liaison shall be responsible for accountability of applicants from check-in until they are returned to the Nashville MEPS the following morning. Accountability and oversite of the applicant includes applicant check in; applicant room assignments; responding to applicant questions and concerns; serving at the point of contact for applicants, government and contractor during any emergency at the hotel; briefing applicants on safety and security procedures; providing applicant morning wake up calls; ensuring applicants receive meals timely (breakfast, dinner and any late arrival or emergency lunch meals); and ensuring applicants board the bus for an on-time departure to the Nashville MEPS en -masse (in a body or as a whole). In addition to coordinating applicant transportation between the Nashville MEPS and the lodging facility, the contractor shall be responsible for emergency lunches, coordinating transportation to the airport for applicant shippers, transportation from the airport and/or bus station for applicants inbound to the hotel, and round-trip transportation as needed from the Nashville MEPS to medical facilities for applicants requiring medical consultation. Services are generally required every Sunday through Thursday and up to 30 Fridays per year. Offerors will be permitted to propose one hotel property. By submission of a proposal, offerors must agree to an on-site evaluation of the proposed hotel facility, including sleeping rooms, dining area, public restrooms, pool, fitness facility, proposed hotel vehicles (does not include DoD approved carriers) any other areas offered, and any other areas of the hotel when requested by the Source Selection Evaluation Board (SSEB) evaluation team.� The offeror shall be prepared to present a minimum of two guest rooms for inspection randomly selected by the Government. The purpose of the on-site evaluation is to confirm the content of the written proposal and to assess the security and overall quality of the proposed hotel facility.� In response to this sources sought, please provide: 1.� Name of the firm, point of contact, phone number, email address, Data Universal Numbering System (DUNS) number, Commercial and Government Entity Code (CAGE) code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. 2.� Identify whether your firm is interested in competing for this requirement as a prime contractor or not.� Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 3.� Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination.� 4.� Identify how the Army can best structure these contract requirements to facilitate competition by and among small business concerns. 5.� Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition.� Please contact the Mission Installation Contracting Command (MICC) Advocate for Competition, Scott Kukes, at scott.d.kukes.civ@mail.mil or 210-466-3015, if you believe that this action is unreasonably restricting competition.� Include the subject of the acquisition, this announcement, and the MICC Point of Contact (POC) information from the sam.gov notice.� Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion. 6. Limitations on subcontracting and nonmanufacturer rule do not apply to small business set-asides for contracts at or below the Simplified Acquisition Threshold (SAT). It does apply to 8(a), HUBZone, SDVOSB, EDWOSB, and WOSB set-asides regardless of the dollar value of the award. See Federal Acquisition Regulation (FAR) 52.219-14. 7. All WOSB firms need to take action in beta.certify.sba.gov in order to compete for WOSB Federal Contracting Program set-aside contracts. 8.
