BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES, PROCURED THROUGH FULL AND OPEN COMPETITION OR SOLE SOURCE. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.����� DISCLAIMER - �This source sought is for informational purposes only. This is not a �Request for Proposal (RFP)� to be submitted. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under NO OBLIGATION to award a contract as a result of this announcement. No Funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this source sought notice is strictly voluntary. Responses will not be returned to the responder. Not responding to this notice does not preclude participation in any future.� �Request for Quote (RFQ) or RFP, if any issued. If a solicitation is released. It will be synopsized on the Government-Wide Point of Entry (GPE), unless an exception exists. It is the responsibility of potential offers to monitor the GEP for additional information pertaining to this requirement.� The Requirement is for a non-personnel services contract to provide Uniform Rental and Laundry Services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein.� Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. Description of Services/Introduction:� The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Uniform Rental and Laundry Services as defined in this Performance Work Statement except for those items specified as Government furnished property and services.� The contractor shall perform to the standards in this contract. Background:� The Bureau of Engraving & Printing (BEP) is the component of the Department of the Treasury that designs, engraves, and prints U.S. currency, postage stamps, and other U.S. security products. Currency operations are conducted at both the Bureau's Washington, D.C. facility and the Fort Worth, Texas, Western Currency Facility. Postage stamps are manufactured only at the Bureau's Washington, D.C. facility. The Bureau's Washington Currency Production Facility is the U.S. Government's security printer and, as such, is a closed, high-security manufacturing facility. The following scope of work is for uniform rental and laundry services at the Bureau of Engraving and Printing's Western Currency Facility (WCF) located at 9000 Blue Mound Road, Fort Worth, TX 76131. The WCF is an additional security printing facility principally devoted to ensuring a safe, secure and reliable supply of banknotes to the Federal Reserve Board in institutions west of the Mississippi River. Approximately 500 employees at the WCF site require uniforms. Employees at the WCF generally work a 5-day week with the exception of federal holidays and the BEP year-end shutdown. The Current Contract 2031ZA-21-F-00236 � Uniform Rental and Laundry Services � Expires on 03/19/2022. Period of Performance: This requirement is a base year and four option years. 03/20/2022 � 03/19/2023 - Base year 03/20/2023 � 03/19/2024 - Option Year One 03/20/2024 � 03/19/2025 - Option Year Two 03/20/2025 � 03/19/2026 - Option Year Three 03/20/2026 � 03/19/2027 - Option Year Four NOTE: The period of performance start date may change. The applicable North American Industry Classification System (NAICS) code for this requirement is 812332, Industrial Launderers, with a Small Business Size Standard of $41.5M.�� Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. Adherence to FAR clause 52.219-14 Limitations on Subcontracting, specifically (e)(1) Services (except construction), it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 50 percent subcontract amount that cannot be exceeded. When a contract includes both services and supplies, the 50 percent limitation shall apply only to the service portion of the contract. Evaluation: The Government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; and 2) provide services under a performance based service acquisition contract.
